Job Descriptions:

Technical Quality Assurance:

  • Ensure that the quality of services is in line with PHC and SHC standards
  • Ensure that the project targets and objectives are achieved in the provincial hospital and HFs.
  • Ensure that promotive, preventive and curative aspects of disease epidemic are seriously implemented.
  • Ensure that quality drugs and medical supplies are available in Provincial hospital and all health facilities.
  • Ensure that relevant technical team, PHC and SHC related health facilities staff are performing according to SHC and PHC standards and project objectives
  • Ensure that drugs and medical supplies are regularly monitored in order to prevent expiry before use.
  • Ensure that night duty is regular in all wards of provincial hospital.

Coordination:

  • Coordinate with relevant departments/stakeholders within and outside RI.
  • Participate in provincial and district level coordination meeting as and when needed.
  • Ensure proper coordination with provincial hospital manager, Health Facility Mangers, Health Shuras and communities around health facilities.
  • Coordinate with admin and logistic department for supplies and joint supervision.
  • Coordinate with finance department for financial planning, organizing and management related to the above mentioned technical sub-departments.
  • Improve coordination between PHC and SHC for each other support, experience sharing and support and referral system.

Supervision:

  • Supervise, mentor and support sub office and health facilities staff under technical department and ensure that the consistency, accuracy and QQM/QQC is improved and reach 100%.
  • Conduct inter-departmental and intra-departmental group supervision
  • Ensure that all departments HMIS, RH, EPI, MH, Lab, CDC/PHC employ joint supervision of provincial hospital and PHC Health Facilities and work closely to solve technical issues.
  • Supervise all departments so that data are properly recorded and reported through HMIS reports.
  • Accompany the team to the provincial hospital and other Health Facilities and provide onsite coaching and supervision. 

Reporting and Documentation:

  • Ensure proper record and documentation of all project activities.
  • Collect and compile monthly narrative and other reports from all departments.
  • Assist project director in report writing for donor and other relevant authorities.
  • Ensure that district profiles and inventory of relevant health facilities are updated bi-yearly in both PHC and SHC.
  • Ensure that both narrative and financial reports are submitted by all HFs on time.
  • Monitoring and Evaluation:
  • Define indicators for program monitoring and evaluation
  • Provide feed backs on the analysis of these indicators
  • Participate in the design, organization, implementation and analysis of baseline survey or other external evaluations
  • Conduct regular monitoring visits of the provincial hospital and health facilities and provide them regular feedback and make proper follow up on the feedbacks.
  • Propose ideas and solutions and share experiences and lessons learnt from PHC and SHC project implementation and from other stakeholders in the province.

Managerial support: 

  • Assist project director in planning, organizing, implementing and controlling the project activities according to the logical frame work and proposed action plan.
  • Identify equipment’s, drugs, and other project needs on timely basis in order to avoid shortages and ensure smooth running of project activities. 
  • Check and control all relevant orders submitted by project staff and ensure availability of budget before approval of each items/order.
  • Assist project director in human resource management and proposal writings.

Job Requirements:

  • Graduated from recognized Medical faculty and having MPH degree
  • Must have 10 Years’ Experience in the Same Field (both PHC and SHC) health programs management in developing countries. 
  • Good command of English, Fluent in Dari and Pashto both verbally and written
  • Computing skills (Ms Office: word and excel, internet) is essential
  • Team player, capacity builder, flexible in working hours
  • Honest and trustworthy
  • Having reporting skills
  • Able to work under pressure and meet the deadlines
