Position Summary:

We are seeking an experienced and results-driven Project Manager to lead the planning, execution, and delivery of road construction projects in Uruzgan Province. The successful candidate will be responsible for managing the full project lifecycle—including budgeting, scheduling, quality control, resource management, stakeholder coordination, and final handover. This role requires strong field-based leadership, especially in remote or high-risk environments.

Job Requirements:

Project Oversight & Execution

  • Lead and manage the full lifecycle of road construction projects from mobilization to completion and official handover.
  • Develop and monitor project work plans, schedules, budgets, and resource allocations.
  • Oversee daily construction activities ensuring adherence to technical specifications, quality standards, and project timelines.
  • Ensure compliance with health, safety, and environmental (HSE) standards on site.
  • Supervise site engineers, supervisors, contractors, and laborers to maintain efficiency and productivity.

Planning & Documentation

  • Prepare and submit all required technical and legal documentation, including permits, progress reports, and close-out documentation.
  • Maintain comprehensive and up-to-date project records including BOQs, inspection logs, progress photos, and material test results.
  • Coordinate with relevant government bodies to facilitate smooth project execution.

Site Operations Management

  • Ensure timely procurement and on-site delivery of construction materials in line with contract specifications.
  • Monitor material usage, site logistics, and proper use of company assets.
  • Assign tasks to site teams based on the project schedule and priorities.
  • Provide accurate and timely updates to senior management and clients.

Stakeholder Coordination

  • Maintain professional and proactive communication with government officials, community leaders, and project stakeholders.
  • Coordinate with security agencies and local authorities to mitigate risks and ensure safe operations.
  • Represent the company in site meetings and inspections with donors, consultants, and government bodies.

Risk & Quality Management

  • Identify project risks and implement mitigation strategies to avoid delays or cost overruns.
  • Monitor project quality through regular inspections, testing, and verification of materials and workmanship.
  • Approve procurement requests, work orders, and subcontractor deliverables.

Required Qualifications & Experience

Education

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • Specialized training or certification in road construction or project management is an asset.

Professional Experience

  • Minimum 10 years of progressive experience in managing large-scale road construction projects.
  • Proven track record of successful project delivery in conflict-affected or remote areas.
  • Demonstrated experience working with government and donor-funded infrastructure projects.
  • Hands-on knowledge of Afghan infrastructure regulations, material standards, and engineering practices.

 

Technical & Management Skills

  • Strong understanding of road construction methods, materials, specifications, and contracts.
  • Proficiency in project management tools and Microsoft Office Suite; experience with AutoCAD, MS Project, or Primavera is preferred.
  • Excellent leadership, decision-making, and team coordination skills.
  • Strong analytical, reporting, and risk management capabilities.
  • Ability to manage multiple priorities under pressure in dynamic environments.

Languages

  • Proficiency in English (written and spoken) is required.
  • Fluency in Dari and/or Pashto is highly desirable.
