Background:

As there are many opportunities for communicable disease to strike and cause epidemics of disease spreading across the country, the National Diseases Surveillance and Response (NDSR) System within Monitoring & Evaluation and Health Information System General Directorate (M&E-HIS GD) will have the potential to rapidly identify the early stage of an outbreak and in coordination with disease control department and other stakeholders, bring timely public health interventions to stop disease transmission and reduce morbidity and mortality that may have resulted from the spread of the epidemic. This is a senior position in this system with the following qualifications and responsibilities:

Purpose of the Post:

The purpose of the post is to strengthen the MoPH national diseases surveillance and response system (NDSR) at regional levels for the timely detection, confirmation, reporting and reponse to the outbreaks of high pathogens infectious diseases.

Key Responsibilities:

1. Guide and support provincial NDSR officers in detection, investigation and control of outbreaks of infectious disease under the NDSR guidelines and coordinate the control and prevention activities during outbreaks.
2. Coordinate and facilitate training and capacity building programs for provincial NDSR team.
3. Enable provincial NDSR officers to properly implement IBS and EBS functions, guide the provincial NDSR team during the outbreak investigation and reponse.
4. Support Expansion and, maintain NDSR sentinel sites in all provinces of the Region.
5. Ensure that the expansion of e-surveillance is successfully implemented at the health facility/surveillance sentinel site levels.
6. Ensure the quality of the NDSR data on specific diseases under the NDSR priority disease and provide regular feedback. 
7. Monitor administrative and financial issues of NDSR in the related provinces to maintain and ensure administrative and financial standards and procedure including procurements and operations. 
8. Ensure timely availability of and communication of the needed supplies for the operation of provincial NDSR team.
9. Conduct data analysis on weekly basis to detect diseases which cross the alert and outbreak thresholds, review and  timely sharing of weekly epidemiological report with MoPH.  
10. Follow up of the implementation of monthly supervision/monitoring and ensure monitoring of all sentinel sites in the region. 
11. To supervise and monitor NDSR provincial offices and develop action plans for improvement of provincial office activities.
12. Ensure to enter monitoring and other surveillance data of the related provinces into DHIS-2.
13. Develops and maintains Event Based Surveillance (EBS) reporting channels in the related provinces.
14. Conduct regular NDSR data analysis for NDSR priority infectious diseases and provide feedback to the relevant stakeholders accordingly.
15. Coordinate NDSR activities at regional level with PPHD departments, partners and stakeholders.
16.  the smooth implementation of IHR related activities /PHEIC detection, notification in the provincial/regional level. 
17. Strengthen the lab surveillance in the related provinces and ensure lab sampling is conducted according to the lab surveillance SOP.
18. Participate in the development /or revision of the existing surveillance guidelines and protocols according to the situation.
19. Perform other relevant activities as assigned by the supervisor.

Language:

Fluency in Dari, Pashto and English.

Experience:

Minimum 5 years of relevant experience in disease surveillance, outbreak investigation, or public health program management. Sufficient analytical, reporting, and communication skills. Proficient in using surveillance tools (e.g., Excel, DHIS2 etc) Willingness to travel frequently within the assigned region.

Education:

Medical Doctor (MD) or equivalent degree in health sciences. Master’s degree in Epidemiology, Public Health, or related field is an asset.
