Job Descriptions:

Background: As there are many opportunities for communicable disease to strike and cause epidemics/Pandemics of disease spreading across the country/countries, the National Diseases Surveillance and Response (NDSR) System within Monitoring & Evaluation and Health Information System General Directorate (M&E-HIS GD) will have the potential to rapidly identify the early stage of an outbreak and in coordination with disease control department and other stakeholders, bring timely public health interventions to stop disease transmission and reduce morbidity and mortality that may have resulted from the spread of the epidemic. To further strengthen this system, an IHR officer will be needed in order to make sure that the specific diseases of international concerns are dealt with timely and professionally.

The International Health Regulations (IHR 2005) is a legally binding instrument that aims to help countries prevent, detect, and respond to public health risks that have the potential to cross borders and threaten people worldwide.

The Ministry of Public Health (MoPH), with technical and financial support from the World Health Organization (WHO), is committed to strengthening its IHR core capacities. To achieve this, the IHR Officer will be based in the National Disease Surveillance and Response (NDSR) Unit, which plays a central role in IBS & EBS surveillance, early warning, and coordination of health emergencies in Afghanistan.

Purpose of the Position: The IHR Officer will coordinate and support the implementation of IHR (2005) at the national level, ensure timely communication with WHO, facilitate multisectoral engagement, and strengthen national capacity for prevention, detection, and response to public health events.

Job Requirements:

Key Responsibilities

  • Serve as a responsible person for IHR related activities carried out in the country. 
  • Support the monitoring and reporting of IHR (2005) core capacity implementation.
  • Facilitate national assessments such as SPAR (State Party Annual Reporting), JEE (Joint External Evaluation), and development/updating of the National Action Plan for Health Security (NAPHS).
  • Coordinate detection, verification, risk assessment, and timely notification of public health events specifically related to to IHR-2005.
  • Support the integration of IHR requirements into the national surveillance and response system (NDSR).
  • Strengthen intersectoral collaboration, including points of entry, food safety, animal health, and chemical/radiological hazards.
  • Assist in planning and conducting IHR-related trainings, tabletop exercises, and simulation drills.
  • Maintain records of IHR-related communications, notifications, and capacity-building activities.
  • Liaise with WHO and other technical partners to ensure alignment with international health security priorities.
  • Prepare regular reports and briefings for NDSR Project Manager/DG M&E HIS, WHO and other stakeholders.
  • Participate in relevant national and international meetings, workshops, and coordination forums.

 

Qualifications and Experience

Education:

  • Medical degree or equivalent qualification in health sciences.
  • Master’s degree in Public Health, Epidemiology, Health Security, or related field (preferred).

Experience:

  • Minimum of 5 years of relevant experience in public health, surveillance, or emergency preparedness and response.
  • Good understanding of IHR (2005), health system functions, and public health regulations.
  • Prior work with WHO, UN agencies, or MoPH is an asset.
  • Strong communication, coordination, and report-writing skills.

Language:

  • Proficient in English, Pashto and Dari.
