ORD’s core sectors include food security, agriculture, climate adaptation, livelihood and economic development, WASH, community infrastructure, education and skill building and support to refugees and returnees.

Job Descriptions:

Position Summary

ORD is seeking an experienced and motivated International Program Development and Partnership Advisor to strengthen its programmatic and strategic growth. The advisor will play a key role in designing new programs, forging partnerships at national and international levels, and mobilizing resources to support ORD’s mission in Afghanistan.

This position will directly report to the ORD Program Department and will be based in Kabul, with occasional national and international travel. The advisor will also build the technical capacity of program staff in modern programming approaches and effective program cycle management.

Key Responsibilities

 

Program Development & Fundraising

  • Lead the design of innovative, impact-driven, and donor-aligned project proposals and concept notes.
  • Identify funding opportunities and lead proposal development in collaboration with program teams.
  • Provide technical support in aligning ORD’s programs with global development and humanitarian trends.

Partnership Building

  • Cultivate strategic partnerships with donors, UN agencies, INGOs, and local actors.
  • Represent ORD in national and international coordination and networking platforms.
  • Advise on donor engagement strategies and support resource mobilization efforts.

 

Capacity Building & Program Quality

  • Conduct training sessions for program staff on proposal writing, program design, and donor compliance.
  • Support the institutionalization of best practices in program cycle management and results-based programming.
  • Contribute to internal learning and knowledge-sharing initiatives across ORD departments.

Strategic Planning & Advisory Support

  • Provide technical advice on ORD’s strategic priorities and operational planning.
  • Support senior management in positioning ORD within national and global aid architecture.

Contribute to the development of organizational policies and tools that enhance program quality and accountability.

Job Requirements:

Qualifications and Requirements

Education:

  • Master’s degree in International Development, Humanitarian Affairs, Public Policy, or related field.

Experience:

  • Minimum of 10 years of progressive experience in program development, resource mobilization, or partnership management with NGOs or international agencies.
  • Proven experience in developing successful funding proposals for major donors (e.g., EU, UN agencies and etc.).
  • Familiarity with Afghanistan’s humanitarian and development context is highly desirable.

 

Skills:

  • Strong proposal writing, program design, and donor liaison skills.
  • Excellent communication, networking, and capacity-building skills.
  • Proficiency in English (written and spoken); knowledge of Dari or Pashto is an asset.

Other:

  • Willingness to travel within Afghanistan and internationally, as needed.
  • Commitment to ORD’s values, including inclusivity, integrity, and localization.
