Job Summary

The Community Mobilizer will play a key role in the implementation of SDO’s AHF-funded Shelter Project in Ghazni province. The role is responsible for engaging with community members, raising awareness about the project, mobilizing beneficiaries for participation, and conducting surveys to support beneficiary selection. The Community Mobilizer will serve as a bridge between SDO and target communities, ensuring transparency, accountability, and meaningful participation throughout the project cycle.

Duties and Responsibilities

1. Community Engagement & Mobilization

• Engage directly with community members to explain project objectives, criteria, and activities.
• Mobilize eligible beneficiaries for participation in shelter construction, repairs, and related project activities.
• Facilitate community meetings, awareness sessions, and feedback discussions.
• Support the formation and strengthening of community groups/committees for project ownership.
• Motivate and encourage beneficiaries to actively engage in project activities.

2. Beneficiary Selection & Awareness

• Conduct household surveys, vulnerability assessments, and interviews to identify and verify eligible beneficiaries.
• Ensure that beneficiary selection processes are transparent, inclusive, and in line with AHF and ES/NFI Cluster guidelines.
• Provide clear and accurate information to beneficiaries about project entitlements, timelines, and processes.
• Assist selected beneficiaries in completing forms and other data collection requirements.
• Distribute and maintain IEC materials (billboards, banners, brochures) in target areas during awareness sessions.

3. Coordination & Reporting

• Work closely with Field Engineers, MEAL and Project Coordinator to ensure accurate data collection and timely reporting.
• Report community feedback, complaints, and grievances to HQ in line with SDO’s accountability mechanisms.
• Prepare and submit weekly and monthly activity reports, highlighting progress, challenges, and recommendations.
• Coordinate with community leaders, elders, and local authorities to gain acceptance and facilitate smooth implementation.

• Bachelor’s degree in Social Sciences, Community Development, or related field (or equivalent relevant experience).
• Minimum 2-3 years of experience in community mobilization, beneficiary engagement, or field-based humanitarian work (preferably with NGOs/INGOs).
• Strong understanding of humanitarian principles, accountability, and community-based approaches.
• Experience conducting surveys, interviews, and community awareness sessions.
• Excellent communication and facilitation skills in Dari and/or Pashto (English is an advantage).
• Ability to build trust and relationships with diverse community groups while respecting cultural sensitivities.
• Strong interpersonal, problem-solving, and teamwork skills.
• Willingness and ability to travel frequently to remote project sites in Ghazni.
