Job Descriptions:

Job Summary

The Field Engineer will play a central role in the implementation of SDO’s AHF-funded Transitional Shelter Project in Farah and Ghazni provinces. This will include direct supervision of the construction of transitional shelters, as well as major and minor repairs for identified vulnerable households. The role requires strong technical expertise in shelter construction in humanitarian contexts, familiarity with ES/NFI Cluster standards, and the ability to oversee field construction activities in challenging environments. The Field Engineer will ensure that all works are delivered on time, within budget, and to the agreed quality and safety standards.

Duties and Responsibilities

 

  1. Technical Supervision & Quality Assurance
  • Conduct technical assessments of damaged and targeted shelters (flood and droughts affected).
  • Supervise transitional shelter construction, major repairs, and minor repairs, ensuring compliance with BoQs, designs, and ES/NFI Cluster Guidelines.
  • Monitor contractors, skilled/unskilled laborers, and community workers, ensuring safety and quality of work.
  • Provide technical advice on construction methods adapted to local contexts (mud walls, timber, corrugated iron sheets, etc.).
  • Prepare site inspection reports, progress updates, and quality checklists.

 

  1. Planning & Coordination
  • Assist the Project Manager in developing work plans, site schedules, and material distribution timelines.
  • Coordinate with SDO’s operations/procurement/logistics teams to ensure timely delivery of shelter materials to project sites.
  • Work closely with community leaders, beneficiaries, and local authorities to ensure project acceptance and conflict-free implementation.

 

  1. Compliance & Reporting
  • Ensure shelter construction activities comply with SDO, AHF, Sphere Standards, and UNOCHA guidelines.
  • Provide weekly technical progress reports and flag construction challenges to the Project Manager.
  • Support MEAL teams in monitoring, beneficiary verification, and post-distribution assessments.
  • Ensure health, safety, and environmental standards are followed at construction sites.

Job Requirements:

  • Bachelor’s degree in Civil Engineering, Construction Engineering, or related field.
  • Minimum 3 years of field engineering experience, with proven expertise in shelter construction projects (transitional shelters, major/minor repairs, or permanent housing).
  • Strong knowledge of ES/NFI Cluster guidelines, Sphere Standards, and humanitarian shelter best practices.
  • Demonstrated experience supervising contractors, masons, carpenters, and unskilled laborers in field conditions.
  • Ability to adapt technical solutions to local construction materials and techniques.
  • Proficiency in MS Office (Excel, Word); AutoCAD or similar software is an asset.
  • Strong communication skills in Dari and Pashto; English is an advantage.
  • Willingness to travel frequently to remote project sites in Farah and Ghazni.
