Job Descriptions:

Job Summary

 

The Finance Officer is responsible for ensuring the accurate and timely management of financial operations at SDO’s Kabul HQ. Reporting to the Finance Manager, the Finance Officer will support budgeting, financial reporting, compliance, and record-keeping in line with SDO’s financial policies, donor requirements, and Afghan laws. The position also contributes to audits, procurement support, and the maintenance of effective internal controls.

 

Duties and Responsibilities

 

  1. Financial Management
  • Ensure financial operations are carried out in compliance with SDO’s financial policies and donor requirements.
  • Verify and certify financial summaries and supporting documents for validity, accuracy, coding, and completeness.
  • Record all financial transactions (payments, receipts, journal entries, petty cash) using QuickBooks and Excel.
  • Ensure payments are supported by proper documentation and approvals.
  • Maintain updated operational budgets to cover salaries, equipment, training, petty cash, and other expenditures.
  • Prepare and maintain monthly cash and bank reconciliations for projects.

 

  1. Compliance & Audit
  • Ensure compliance with Afghan tax laws and donor regulations.
  • Prepare documents and provide support for internal and external audits.
  • Withhold and submit taxes correctly and on time to the Ministry of Finance.
  • Facilitate external audit processes for SDO projects and accounts.

 

  1. Budget Tracking & Reporting
  • Track expenditures against budgets and identify variances.
  • Prepare monthly, quarterly, and annual financial reports.
  • Develop cash flow plans and forecasts in coordination with the Finance Manager.
  • Prepare monthly trial balance reports for project/program accounts.

 

  1. Procurement & Payments
  • Process invoices, staff payroll, travel claims, and vendor payments.
  • Ensure effective financial coordination with operations, provincial, and sub-offices.
  • Release payments only after goods and services are received and verified.

 

  1. Financial Records & Documentation
  • Maintain effective filing systems (electronic and physical) for financial records.
  • Ensure updated laws, policies, and donor guidelines are communicated and accessible in the finance department.
  • Safeguard the confidentiality, accuracy, and completeness of financial data.

Job Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s degree preferred).
  • Minimum of 3 years’ of relevant work experience in finance, accounting, or grants management, preferably within NGOs/INGOs.
  • Strong knowledge of QuickBooks, MS Excel, and other accounting/financial software.
  • Familiarity with donor financial regulations and compliance requirements (e.g., UN, AHF, FCDO, GAC).
  • Excellent attention to detail, accuracy, and organizational skills.
  • Strong written and verbal communication skills in English, with fluency in Dari and/or Pashto.
