Job Description: 

The Finance Manager (Operations) is responsible for managing and overseeing all financial aspects of LasPay’s EMI & MSP business operations, including branches, agents, liquidity, reconciliations, financial compliance, and transaction monitoring. This role ensures daily financial accuracy, operational cash management, and regulatory reporting to Da Afghanistan Bank (DaB). The position requires strong expertise in digital payments, remittance finance, agent liquidity management, and financial control

 

Duties & Responsibilities

1.     Branch & Agent Finance Oversight

·        Monitor and reconcile daily financial transactions from branches, agents, and merchants.

·        Ensure agent and branch cash flow management, rebalancing, and liquidity controls.

·        Approve and track daily/weekly/monthly fund disbursements for operational needs.

·        Review and verify agent and merchant settlements, commissions, and payouts.

·        Conduct periodic financial checks on agents & branches to prevent fraud and leakage.

2.     Operational Finance & Liquidity Management

·        Ensure adequate cash flow at all branches, agents, and super agents.

·        Work with treasury & operations teams to plan liquidity & fund transfers.

·        Oversee daily cash-in/cash-out reconciliations and transaction balances.

·        Identify financial risks in liquidity management and report solutions.

·        Coordinate with the COO, branch managers, and agents for smooth fund availability.

3.     EMI & MSP Financial Transactions Monitoring

·        Track and reconcile EMI (wallet deposits, withdrawals, digital transactions).

·        Oversee MSP/FXD (remittance, forex transactions, money movement).

·        Ensure real-time monitoring of agent transactions, fraud alerts & AML compliance.

·        Work with compliance teams to report suspicious transactions per DaB regulations.

·        Manage daily reporting of financial movements for regulatory & audit purposes.

4.     Financial Reporting & Regulatory Compliance

·        Prepare and submit financial reports to CFO, Board, and DaB as per regulations.

·        Ensure all financial activities comply with Afghanistan's EMI & MSP financial laws.

·        Work with external auditors for financial audits, reporting, and compliance.

·        Supervise financial reconciliations of accounts, ensuring no discrepancies.

·        Ensure tax calculations, corporate filings, and operational financial obligations are met.

5.     Risk & Fraud Control in Financial Operations

·        Implement fraud monitoring systems & transaction checks to prevent financial risks.

·        Investigate irregular transactions and financial discrepancies in EMI & MSP business.

·        Ensure internal controls are in place to minimize operational financial risks.

·        Work closely with the Chief Risk Officer & Compliance Teams to monitor risk trends.

Job Requirements:

  • Bachelor’s degree in finance, Accounting, Business Administration, or related field (master’s preferred).
  • Professional certification (ACCA, CPA) will be an asset.
  • Minimum 5 years of progressive financial management experience, including at least 2 years in a managerial role.
  • Extensive expertise in budgeting, financial analysis, reporting, and regulatory compliance.
  • Demonstrated proficiency in financial systems implementation and operational process optimization.
  • Comprehensive knowledge of regulations, tax legislation, and international accounting frameworks.
  • Collaborative experience with cross-functional teams and external stakeholder management.
  • Advanced analytical capabilities with strategic problem-solving and executive decision-making skills.
  • Distinguished leadership competencies and talent development expertise.
  • Technical proficiency in enterprise financial software platforms (QuickBooks and comparable systems).
  • Superior communication skills and professional stakeholder relationship management abilities.
