Job Descriptions:

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The MEAL Assistant -Accountability will support and assist the MEAL department to ensure that Accountability systems are mainstreamed in all programs as per the Country Office’s Accountability Standard Operating Procedures and KPI reporting. Specifically, the candidate will assist the MEAL Coordinator (Information Management) to ensure that all programmes have incorporated systems for accountability to beneficiaries, donors, and other stakeholders with a view of learning and improving programmes, and staff are capacitated to carry out the relevant accountability functions.

The MEAL Assistant -Accountability will work to put the children and communities we serve at the centre of our work through supporting the Afghanistan Country Office’s area offices to integrate child-friendly, gender-sensitive, inclusive, accessible, and appropriate accountability systems (including information sharing and Feedback and Reporting Mechanisms) and support child participation and manage the hotline system. The MEAL Assistant Accountability will work closely with the MEAL, Child Safeguarding, and programme teams to support accountability to children and communities.

The MEAL Assistant - Accountability will facilitate management of the FRM hotline system and the FRM databases ensuring effective communication with diverse. He/She will be expected to support inclusive and culturally appropriate accountability systems.

The MEAL Assistant main role will be Hotline System management where he will be required with the counter-part to coordinate the management and roles.

SCOPE OF ROLE:

Role Dimensions: The MEAL Assistant will be based in Kabul.

KEY AREAS OF ACCOUNTABILITY;

The main areas of accountability and responsibility of this post is to implement Monitoring, Evaluation, Accountability, and Learning activities at the Country Office. Details are below.

  • Assist the MEAL Coordinator to develop and/or adapt the associated tools required to implement the accountability and participation minimum requirements to ensure that roll-out is standardized across operational areas (e.g., information sharing guidance and materials, feedback and reporting channel guidance, Feedback Handling Standard Operating Procedure, Feedback Database, child-friendly methodology guidance etc).
  • Assist MEAL Coordinator in carrying out accountability assessments and ensuring that all key accountability elements are included in relevant evaluations.
  • Ensures that the accountability hotlines are up and running all the time and responds to all incoming calls, text messages and voice mail received.
  • Prioritize protection principles, respect, and confidentiality in responding to callers.
  • Provides accurate and timely information to the complainants/ beneficiaries and registers the details of each call in the accountability database on the spot.
  • Records all the feedback/complaints received through the different accountability mechanisms (i.e. feedback boxes, FRM visit, helpdesk) on the online accountability database.
  • Be responsible for the proper implementation of all helplines operating procedures and refer all cases to the appropriate responsible persons in accordance with those procedures. 
  • Ensure follow-up of all cases referred to the management team until the closure of the case.
  • Address beneficiaries’ queries through the helpline in a respectful and professional manner.
  • Extract data from complaints/feedback boxes and enter the databases and ensures efficient data transmission and archives for future reference.
  • Conduct phone surveys as part of accountability studies to understand beneficiary experiences with using the hotline and other feedback and response mechanisms.
  • As required undertake technical support visits to assist the MEAL Specialists to in offering remote technical support to area offices implementing accountability and participation activities.
  • Foster an organisational culture, which is truly accountable to children and their communities.
  • Any other tasks assigned by the line manager.

Job Requirements:

QUALIFICATIONS

  • A Bachelors Degress from a recognized/ relevant field (e.g., Development Studies, Anthropology, sociology, Social Worl, International Relations, or related fields)

EXPERIENCE AND SKILLS

Fluency in Uzbek, both written and spoken, is a mandatory requirement for this position.

  • Proven understanding of Monitoring, Evaluation, Accountability and Learning in the humanitarian sector.
  • Minimum of 2 Year experience in the field of monitoring and evaluation.
  • Experience of supporting/establishing and/or managing Feedback and Reporting Mechanisms.
  • Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation.
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).
  • Experience of working with children and/or with disadvantaged and marginalised groups.
  • Ability to engage in dialogue with people from diverse backgrounds and to advocate for attention to be paid to the voices of disadvantaged and marginalised groups.
  • Commitment to the aims and principles of Save the Children. A good understanding of the Save the Children mandate and child rights, and an ability to ensure this continues to underpin our support.

Desirable

  • Experience of supporting meaningful and ethical child and community participation.
  • Experience in assessing information needs and communication preferences, and of designing appropriate information and communication approaches.
  • Experience working for an NGO, civil society organisation or similar.
  • Experience of data analysis and report writing.
  • Proven ability in supporting data analysis to influence programmatic change.
