WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region), and Kandahar (South-Region).

 

WDIO is committed to applying a ‘zero tolerance’ policy towards acts of sexual exploitation and abuse by its personnel. In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has adopted the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

Job Summary

The EMIS Officer will be responsible for managing EMIS and data collection activities at the provincial level, and will support the M&E team in reporting and analysis to track project activities. He/she is also required to develop web-based dynamic systems and create custom reports to address the project's needs. The EMIS Officer will undertake a wide range of requirement gathering, analysis, and web-based database development tasks, including but not limited to those stipulated below:

 

Main duties and responsibilities:

  • Under the direct supervision of the WDIO Provincial Manager and technical supervision of the M&E Manager, the EMIS officer will be primarily responsible for all Data entry and its quality/accuracy assurance related to the project. Additionally, MIS officers will be responsible for supporting provincial departments on matters related to software.
  • Support and participate in information exchange and coordination mechanisms with partners and relevant information systems/units.
  • Technical coordination and support of EMIS activities of the project and overall, WDIO activities.
  • Advise and support technical experts on issues related to the use of MIS systems and digital data collection to meet the needs of the organization.
  • Preparation and dissemination of technical reports.
  • Designing and developing forms and data collection tools in ODK/Kobo/Enketo.
  • Building the capacity of social organizers and related staff members on the usage of related data collection and reporting tools.
  • Provide technical support and oversee the collection, analysis, interpretation, and dissemination of WDIO, TLS project-related information from routine surveys, surveillance, and diverse contextual information sources.
  • The collection, compilation, and analysis of MIS reports related to the project and other WDIO-related activities in the province.
  • Strong follow-up with related departments for on-time data entry and sharing with the central office.
  • Data quality assurance checks on a routine basis, to check that the data is accurate and as per the project standards and norms.
  • Oversee testing and implementation of new or modified systems/databases
  • Provide training, write documentation and user manuals, including data standards, procedures
  • Ensure data security, storage, archiving, and backup recovery procedures are functioning correctly
  • Monitor performance and control access permissions and privileges
  • Analyze and resolve problems relating to the availability and security of the server-based databases as reported by users, ensuring that normal service is restored to staff as soon as possible after a failure.
  • Assess the project needs and design/ develop new dynamic databases
  • Establish policies and procedures for the management of data
  • Develop new web-based custom applications
  • Implement new software and solutions
  • Perform preliminary tests on new database projects
  • Train Staff on the Use of Databases and Custom Software
  • Develop software documentation and technical manuals for the newly developed systems
  • Designing and maintaining new dynamic databases and custom applications for the Project.
  • Developing well-organized File Management procedures and mechanisms.
  • Any other task assigned by the supervisor

  • Having at least a Bachelor’s degree in Computer Science, Information Technology, Computer Application, Software Engineering, or any other relevant field.
  • At least 3 to 4 years of working experience in designing databases.
  • Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.  
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Respect the confidentiality of the organization;
  • Ability to use information technology effectively.
  • Proficiency in Microsoft Office (Word and Excel, Access a plus)
  • Ability to work under pressure and to meet deadlines
  • Self-motivated, pro-active, efficient, reliable, and creative
  • Strong interpersonal skills and experience with coordinating and managing other staff
  • Experience working in tough environments with many environmental challenges
