About Première Urgence - Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

 

پی یو ای ام آی که در سطح جهان به نام پی یو آی شناخته میشود یک اداره غیردولتی، غیرانتفاعی، غیرسیاسی و غیر مذهبی مدد رسان بین ا لمللی میباشد.

تیم های  پی یو ای ام آی متعهد به حمایت  و کمک جوامع و جمعیت های آسیب پذیر به انهاییکه در اإثر منازعات- حوادث طبیعی و رکود اقتصادی منزوی شده اند میباشد.  هدف عمده پی یو ای ام آی کمک در کاهش مرگ و میر -کمک عاجل به اعاده و بازیابی حیثیت ووقار  انهاییکه در نیاز فوری قرار دارند میباشد.

 ماموریت افغانستان  قدیمی  ترین مآموریت پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های پی یو ای ام آی در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه واش و خدمات  تردیدات یا تروما را ارایه میدارد.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

 در سطح جهان موسسه پی یو آی در 23 مملکت  جهان به  6 میلیون نفر  در 5 قاره افریقا- آسیا- شرق میانه- امریکای لاتین و اروپا کمک مینماید.

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

 

The Head of Sub-Base acts as PU-AMI’s representative in Ghazni, facilitates teams’ access to the field, monitors and reports on the context, builds trust with local communities, identifies and reports on needs and gaps and provides a safe work environment for PU-AMI staff and visitors.

In collaboration with the Area Coordinator, the Head of Sub Base (HoSB) oversees the management of PU-AMI’s Ghazni office, as well as ensures and facilitates the implementation of programs in the given area of operations.

S/he plays a significant role in organizational representation, ensuring collaboration with a variety of stakeholders, partners, local authorities, coordination in different humanitarian mechanisms.  S/he also supports on safety management and ensuring humanitarian access for program implementation.

General Responsibilities

  • Monitors and reports on the security and humanitarian context and builds a network of relevant stakeholders to consult with;
  • Facilitates teams’ access to the field locations and obtains official permissions/authorizations;
  • Contributes to the development and enforcement of security rules and procedures (including physical security installations);
  • Builds trust and acceptance with local communities;
  • Represents PU-AMI in coordination forums and strengthens PU-AMI’s reputation in the area;
  • Leads consultations with local stakeholders and participates in needs assessments at provincial level;
  • Coordinates closely with the program department to support the effective implementation of programmatic activities in the field;
  • Ensures the smooth operation and regular maintenance of the PU-AMI premises;
  • Fosters a safe and hospitable work environment for PU-AMI local staff and visitors;
  • Ensures the safety and security of the PU-AMI assets and stock in the Ghazni base;
  • Adheres to PU-AMI ethical policies and work frameworks;

Objective 1هدف اول : Management of Operations

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Provides oversight of all operational/administrative and programmatic tasks necessary for the efficient functioning of the PU-AMI office.
  • Analyzes the context and ensures the safety of PU-AMI staff and assets.  This position plays a significant role in incident management, if it occurs.
  • Supports in development and ensures maintenance of PU-AMI acceptance in communities and among other stakeholders.
  • Ensures adherence to PU-AMI rules and regulations.
  • Represents PU-AMI offices in all external functions, as well as collaboration and coordination with external actors, partners, stakeholders, parties;
  • Monitors the humanitarian context and provides timely updates on its evolution.
  • Upon request, advises the coordination office and other departments on initiatives to facilitate safe and effective delivery of humanitarian assistance, compliance with the donors’ requirements;

Objective 2هدف دوم: Human Resources

  • Ensures the team spirit and inclusive work environment in the office. This includes fostering teamwork, communication among the staff, collaboration and coordination among the departments;
  • Ensures that PU-AMI HR policies and regulations are understood, followed and respected by the staff;
  • Ensures all staff have completed all mandatory trainings and maintain a culture within the office;

  • Ensures that PU-AMI procurement guidelines, standards, and principles are being strictly respected;
  • and procedures are implemented and respected;
  • Ensures that PU-AMI assets and other resources are used efficiently and managed properly;

Objective 4هدف چهارم Administration and Finances

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Ensures that PU-AMI relevant policies, processes and practices are being observed;
  • Ensures that PU-AMI meets the requirements under the law and applicable regulations for all administrative processes, reporting. S/he consults the Area Coordinator and/or coordination office on the standard practices;

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Significant humanitarian work experience (4+ years) working with international NGOs.  Previous experience in a similar role and/or in Public Health would be an advantage.
  • University studies (bachelor level, masters preferred) in political science, international development, project management, public health or another related field. 
  • Strong management, planning and organizational skills.
  • Excellent command of English Pashto and Dari languages (both written and verbal).
  • Advanced command of MS office suites (MS Office, Excel, Powerpoint)
  • Strong negotiations skills
  • Strong skills in building and maintaining relationships and networks;
  • Excellent knowledge of the local context, stakeholders, needs and contacts in communities
  • Willingness to be a strong advocate for equality in the work place;
  • Strong knowledge of INGO procedures and humanitarian principles
