Job Descriptions:

Position Summary:

The Proposal Writer will be responsible for developing high-quality funding proposals, concept notes, and related documents in health, education and other related field for donors including UN agencies, USAID, EU, World Bank, and international NGOs. The position requires strong writing skills, attention to detail, and the ability to work under tight deadlines to produce persuasive, evidence-based proposals aligned with the organization’s strategic objectives.

Key Responsibilities

Proposal Development

  • Lead the preparation of concept notes, expressions of interest, and full proposals focused on health and education programs.
  • Develop technically sound and well-structured proposals in line with donor requirements (USAID, UN agencies, EU, World Bank, etc.).
  • Gather input and data from technical staff, field teams, and M&E to ensure proposals are grounded in field realities and community needs.
  • Ensure logical frameworks, indicators, and narratives are coherent and aligned with project goals.
  • Incorporate cross-cutting themes such as gender equality, child protection, disability inclusion, and environmental sustainability into all proposals.

Coordination and Collaboration

  • Collaborate with Managing Director to manage technical concepts into strong, results-oriented proposals.
  • Work closely with the Finance Department to prepare realistic budgets and ensure compliance with donor financial guidelines.
  • Coordinate with partner organizations on joint proposal submissions when required.
  • Support the Program Development team in identifying and tracking new funding opportunities relevant to the health and education sectors.

Quality Assurance and Donor Compliance

  • Ensure all proposal components meet AWOR’s internal standards and donor compliance requirements.
  • Review and edit drafts for clarity, consistency, and alignment with organizational goals.
  • Maintain up-to-date knowledge of donor priorities and funding trends in health and education.

Reporting and Documentation

  • Maintain a database of all submitted and pipeline proposals.
  • Support in preparing project summaries, success stories, and reports for donors and partners.
  • Contribute to institutional learning by documenting best practices and lessons learned from the proposal development process.

Job Requirements:

Qualifications and Experience

  • Bachelor’s degree (Master’s preferred) in Development Studies, Social Sciences, International Relations, or related field.
  • Minimum 7 years of experience in proposal writing, fundraising, or project development for NGOs or international organizations.
  • Proven experience writing successful proposals for major donors (e.g., USAID, UN agencies, EU, World Bank).
  • Strong command of written and spoken English; knowledge of Dari and/or Pashto is an asset.
  • Excellent analytical, organizational, and communication skills.
  • Ability to work independently and meet tight deadlines under pressure.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and research tools.
