Job Description:

  • To maintain the financial administration of the project.
  • To monitor and prepare monthly accounts and financial reports as required by the donor, internal management and government agencies.
  • Maintain all accounting transactions, cash book, Provincial Book Keeping (PBK), Ledger and bank book and close collaboration of project officer
  • Maintain admin department filing system and incoming/outgoing correspondence record keeping. 
  • Finance Management:

  • Responsible for overall management of finance department and staff and ensuring compliance to the donor requirement and internal financial policies.
  • Reviewing the financial reports prepared by finance staff before submission for accuracy and providing feedback.
  • Review and reconciliation of Payable (Suppliers' payables, Taxes payables, Salary Payable and other Payables) accounts.
  • Ensure that transactions are properly recorded and entered into the accounting system PBKs.
  • Take part in preparation of monthly, quarterly and yearly working budget/forecasts plan for hospital.
  • To lead the process for financial quarterly review and planning.
  • Logistic /Procurement Management:
  • To oversee the overall activities of Procurement/Logistic, to provide support to and ensure fairness in term of procurement.
  • Assist the hospital director in developing the annual procurement plan and ensure the procurement solicitation documents, which include RF, RFQ, CBA, GRN, payment check list, payment request and remittance note are provided according to the procurement manual on behalf relevant staff.
  • To ensure that all incoming and outgoing supplies are undertaken up to OPHCD standards polices
  • Oversee all stock-related functions, including inventory, physical distribution, maintenance and record-keeping. 
  • Safety & Security Management:

  • Responsible for the security of OPHCD staff, assets and premises at the province and make sure that OPHCD security policy is implemented properly.
  • Reports security situation report to the security focal point at Kabul office and to program on weekly basis in the given format,
  • Collect security information from a wide variety of sources at provincial level and share the same with all concerns.
  • Responsible for preparation of security guard’s monthly duty rosters by ensuring 24 hours’ availability of security staff in the relevant check points.
  • Prevent visitors who are carrying weapon from entering to the hospital.
  • Prevent and control visitor crowd in the hospital especially during doctors visiting timing.
  • Manage access of allowed vehicles in the hospital and control entering of the private vehicles.
  • Patrol around the hospital premises, security check points and wards to ensure the safety and security of the rooms, equipment, vehicles and staff.
  • Liaise with INSO, UNDSS, UN agencies and NGO’s on security related issues.
  • Provide the staff with the road clearances and brief the staff of the insecure areas on daily basis, before they leave.
  • Capacity Building:

  • Responsible to identify operations staff training/capacity building needs and recommend ways/methods for their development in the operations sector.
  • Assist support staff in their day to day activities and provide them necessary training mentoring or coaching in order to fulfill their assignments efficiently.
  • To provide guidance and instruction to the support staff for sound and timely performances of duties.
  • Any other task assign by line manager / management.
  • To manage clinical staff attendance and leave record and submission of monthly report to Kabul.
  • To ensure office communication system.
  • To supervise and control of all expenses related to vehicle maintenance and their fuel consumption
  • To control and supervise all project expenses.
  • Full compliance of Logistics/Procurement management ensuring that proper supply chain management is performed in adherence to OPHCD rules and regulations and that Logistics procedures are complied.
  • Actively participate in the quotation committee for selection of the vendor.
  • Negotiate with vendors for the lowest costs and incentives and analyzes market price and product checks for competitiveness.
  • Ensure the procurement solicitation documents, which include RF, RFQ, CBA, GRN, Payment Check list, Payment Request and Remittance Note are provided according to the procurement manual.
  • To assist and control distribution of the Nutrition supplies to the beneficiaries by Nutrition assistant.
  • Assist in terms of procurement and supply of the relevant items as per OPHCD policies.
  • Proper documentation for all relevant activities.
  • Attendance and rental vehicle control on daily base.
  • Coordination and collaboration with project officer and support staff on the proper implementation of the project.
  • Identify and report immediately any problem which interferes in the delivery of services or in achieving the program objectives to his/her immediate supervisor.
  • Share knowledge, skill and expertise with the other staff of project office and Nutrition staff.
  • Responsible for proper data collection and monthly report to the finance coordinator of the main office.
  • Responsible for control of the financial expenditure of the project in the province.

  • Bachelor in business administration, logistics or any other related field
  • At least three years’ experience in the field of logistics and administration preferable working in Hospital 
  • To be fluent in writing and speaking Dari, Pashto and English languages
  • To have knowledge of computer programs (Ms Word and Ms Excel)
  • Ability to work as an active member of team
  • To be flexible, having positive attitude and ability to work under pressure.
