NCA has a long history in Afghanistan with the registration of the office in 1998. Current programmes include emergency responses and integrated watershed management with Climate Resilient WASH, Economic Empowerment & Livelihoods, Climate & Environmental Stewardship and Inclusion. Programmes are implemented both by NCA and in partnership with Afghan NGOs.  

For its Afghanistan programme, NCA seeks a highly competent, highly motivated Programme Manager. The right candidate should be able to take initiatives, set goals for the programmatic work, and be a problem solver and team builder with strong leadership and managerial skills. He or she  should be articulate with an ability to work across departments on both country and head office level in Oslo. 

Job Descriptions:

MAIN RESPONSIBILITIES OF THIS POSITION:

  1. Program development and fundraising: Actively seek new funding opportunities, and lead development and quality assurance of new project concepts as well as funding applications.
  2. Grant management: Supervise grant management including budget utilization to ensure high quality, performance, results-management and proper documentation at all stages, from setup, to reporting and closing of a grant.   
  3. Programme quality: Ensure high quality at all stages of the project cycle, through: assessments; detailed planning & design; monitoring and evaluations; learning and; system improvements and competence strengthening.
  4. Partner engagement and strengthening: Assess and address partner performance throughout the project cycle and ensure implementation of capacity strengthening plans in agreement with partners.
  5. Interdepartmental cooperation and personnel management: Facilitate and assure staff capacity and a conducive collaboration across teams and departments.
  6. Representation: Coordinate with and represent, as agreed, on programmatic issues, NCA Afghanistan versus relevant government authorities, donors, key clusters and NGO working groups and the NCA Head Office.

  • An academic qualification, master’s degree in agriculture, economic empowerment, climate resilience, engineering, social studies or similar.
  • Minimum 7 years of experience with managing projects in the humanitarian and/or development sector in Afghanistan.
  • Documented experience in project development and proposal writing.
  • Experience with donor engagement and compliance with grant agreements.
  • Exposure to working with local partners is an advantage.
  • Proven leadership experience and managerial skills.
  • Proven experience from collaborating with staff from other departments both at national and Head Office levels.
  • Experience from communicating, coordinating and negotiating with various stakeholders.
  • Good communication skills in English, Dari and Pashto.
  • Active user of Microsoft office applications.
