Job Descriptions:

The Liaison Officer will facilitate effective communication, coordination, and relationship-building between HHWO and provincial-level authorities, community structures, health facilities, and other stakeholders in Panjshir Province. The position aims to support uninterrupted program implementation, compliance with local regulations, and community acceptance of HHWO interventions.

Key Responsibilities

Coordination and Representation

  • Act as the primary focal point for liaison between HHWO and provincial/district authorities, line departments, health centers, and community leaders.
  • Represent HHWO in coordination meetings, forums, and official gatherings at provincial and district levels, as assigned.
  • Support the establishment and operationalization of provincial offices and health centers in coordination with operations and program teams.

Stakeholder Engagement

  • Maintain positive working relationships with local authorities, religious leaders, elders, and community representatives.
  • Facilitate community acceptance and access for HHWO staff and activities.
  • Support conflict-sensitive and culturally appropriate engagement with communities.

Program Support

  • Support program teams during assessments, monitoring visits, trainings, and distributions by facilitating coordination with local stakeholders.
  • Provide contextual updates on local dynamics that may affect project implementation.
  • Ensure timely sharing of field-level information with provincial and national teams.

Operational Support

  • Support administrative and operational processes related to permissions, approvals, movement letters, and official correspondence.
  • Coordinate with security and operations staff to ensure safe access to project sites.
  • Assist in resolving operational bottlenecks at provincial and district levels.

Reporting and Documentation

  • Prepare brief liaison and coordination reports as required.
  • Document key meetings, agreements, and follow-up actions with authorities and stakeholders.
  • Immediately report any incidents, risks, or changes in local context to the Provincial Coordinator.

Compliance and Organizational Values

  • Ensure all liaison activities are conducted in line with HHWO policies, humanitarian principles, and local regulations.
  • Promote HHWO’s mission, values, and code of conduct in all engagements.

Job Requirements:

Education

  • Bachelor’s degree in Public Administration, Social Sciences, Law, Political Science, or a related field).

Experience

  • Minimum of 3 years of relevant experience in liaison, coordination, administration, or field operations with NGOs, UN agencies, or government institutions.
  • Strong understanding of local governance structures and community dynamics in Panjshir Province.
  • Proven ability to build and maintain effective working relationships with diverse stakeholders.

Skills and Competencies

  • Excellent communication and negotiation skills.
  • Strong interpersonal and relationship-management abilities.
  • Ability to work under pressure and in sensitive environments.
  • Good reporting and documentation skills.
  • Ability to work independently with minimal supervision.
  • Organizational Skills: Ability to prioritize tasks, meet deadlines, and manage multiple responsibilities simultaneously.
  • Cultural Sensitivity: Awareness and respect for cultural contexts and gender dynamics.

Languages:

  • Written and spoken fluency in English and Farsi-Dari.
