About Your Voice Organization (YVO):

Your Voice Organization (YVO) emerged as part of the Japan International Volunteer Center’s (JVC) commitment to localization. Established in 1980, JVC initiated its humanitarian work in Afghanistan in 2001, with a primary focus on emergency aid, including WASH, healthcare, education, peacebuilding, and policy advocacy. As JVC dedicated itself to strengthening Afghan local staff's management capacities and facilitating their transition to sustainability, YVO was founded as a distinct entity. In March 2019, YVO officially emerged as a non-profit, non-political, and non- governmental organization registered under the NGO laws of the Islamic Republic of Afghanistan, with registration number 4679. YVO inherits the invaluable spirits, assets, knowledge, and experiences from JVC and remains steadfast in its mission to make a positive impact on Afghan communities through various programs and initiatives in sectors such as FSL, Education, ESNFI, Protection, Peacebuilding, and Policy Advocacy. YVO places a strong emphasis on local capacity development to ensure the sustainability and effectiveness of its initiatives in Afghanistan.

Job Descriptions:

Position Summary

The Project Officer is responsible for the overall coordination, implementation, monitoring, and reporting of the REAL project at the provincial level. The role ensures that project activities are delivered in accordance with approved project plans, donor requirements, YVO policies, and relevant humanitarian and sector standards, while integrating safeguarding, accountability, and gender considerations throughout implementation.

 

Key Responsibilities

  • Lead and coordinate all aspects of project implementation at provincial and district levels in close collaboration with the Program Manager.
  • Support project inception, including coordination with MAIL/DAIL, line departments, and facilitation of MoUs and required approvals.
  • Develop, implement, and track work plans, procurement plans, distribution schedules, and monitoring frameworks.
  • Oversee beneficiary identification, verification, and selection in line with approved criteria, safeguarding standards, and donor requirements.
  • Manage and oversee distribution of livestock and poultry inputs (fodder, vaccines, equipment), ensuring quality, timeliness, and proper documentation.
  • Ensure delivery of technical trainings and provide technical oversight on livestock and poultry management, including husbandry, feeding, and disease prevention.
  • Conduct regular field monitoring visits to ensure activities are delivered on time, within budget, and to required technical and quality standards.
  • Recruit, orient, supervise, and support project staff; conduct regular team meetings, coaching, and performance follow-up.
  • Act as the provincial focal point for project coordination with district authorities, community shuras, FSAC, DRC, and other humanitarian actors.
  • Ensure effective implementation of monitoring, evaluation, accountability, and learning activities and achievement of project indicators.
  • Prepare and submit accurate and timely monthly, quarterly, and final reports, and maintain proper project documentation and records.
  • Ensure full compliance with donor requirements and YVO finance, procurement, HR, safeguarding, and audit policies.
  • Integrate gender equality, protection, disability inclusion, conflict sensitivity, and AAP mechanisms across all project activities, including referrals.
  • Identify and report risks, challenges, or compliance issues promptly, and perform other duties assigned by the Program Manager or Head of Programs.

Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Agriculture, Veterinary Science, Development Studies, Project Management, or a related field; Master’s degree preferred.
  • Minimum 4 years of progressive experience in managing livelihoods/agriculture projects in Afghanistan.
  • Proven experience in team supervision, field coordination, and donor reporting.
  • Strong knowledge of FSAC standards, AAP, safeguarding, and gender mainstreaming.
  • Experience working with government departments and community structures.
  • Fluency in Dari, Pashto, and English.
  • Strong computer skills (MS Office, KOBO or similar tools).
  • Willingness and ability to travel frequently to remote and hard-to-reach districts.
