Organization Background:

The Youth’s Assembly for Afghanistan Rehabilitation (YAAR) is a non-governmental, non-political, and not-for-profit organization established in 1994 to support the rehabilitation and development of Afghanistan. YAAR works across multiple sectors including protection, WASH, health, education, women’s empowerment, and emergency response.

Job Descriptions:

Job Purpose

The M&E Manager is responsible for designing, implementing, and managing monitoring and evaluation systems for BPHS/EPHS programs across all supported provinces. The role ensures accurate data collection, quality assurance, analysis, and reporting to improve program performance, compliance with MoPH guidelines, and donor requirements.

Specific Responsibilities:

A. M&E System Management

  • Develop and maintain M&E frameworks, tools, and standard operating procedures (SOPs).
  • Ensure harmonization of data collection and reporting systems across all provinces.
  • Oversee HMIS/DHIS2 data management and ensure data quality.
  • Implement data validation, verification, and quality assurance processes.

B. Data Collection & Analysis

  • Supervise data collection from health facilities and provincial offices.
  • Analyze program data to track progress against indicators and targets.
  • Identify gaps, trends, and recommend corrective actions.
  • Support impact evaluations, surveys, and assessments as needed.

C. Reporting & Compliance

  • Prepare timely and high-quality reports for senior management, MoPH, and donors.
  • Ensure compliance with donor and organizational reporting requirements.
  • Support audit preparations related to data quality and reporting.

D. Capacity Building

  • Train and mentor M&E staff at the main office and provincial offices.
  • Conduct refresher trainings for health facility staff on data collection and reporting.
  • Promote a culture of evidence-based decision-making within the organization.

E. Coordination & Technical Support

  • Liaise with PPHD, MoPH, and other stakeholders for data-related activities.
  • Provide technical support to program teams for data-driven planning and monitoring.
  • Participate in coordination and technical working group meetings related to M&E.

Job Requirements:

Qualifications and Requirements

Education:

  • MD or Bachelor’s degree in Public Health, Statistics, Social Sciences, or related field
  • Master’s degree in Public Health, is preferred.

Experience:

  • Minimum 5–7 years of experience in M&E in health programs.
  • At least 2–3 years in a managerial or senior M&E role.
  • Experience with BPHS/EPHS programs in Afghanistan preferred.
  • Experience with HMIS/DHIS2, surveys, and data analysis is required.

Skills & Competencies:

  • Strong knowledge of monitoring and evaluation methodologies.
  • Excellent analytical, reporting, and presentation skills.
  • Ability to lead and supervise M&E teams.
  • Proficiency in MS Office, Excel, and database management.
  • Fluency in Dari and/or Pashto; English for donor reporting.
