Job Descriptions:

Purpose of the Position

The Project Manager is responsible for the overall planning, implementation, monitoring, and successful delivery of assigned projects in accordance with approved proposals, donor requirements, and OSSHD policies. The position ensures quality programming, efficient resource management, compliance, and achievement of project objectives within the defined timeframe and budget.

A. Strategic Leadership and Representation

  • Provide overall leadership and direction for OSSHD operations within the region.
  • Represent OSSHD in meetings with government authorities, donors, partners, clusters, and other stakeholders.
  • Maintain strong working relationships with local authorities and community leaders.
  • Contribute to strategic planning and program development initiatives.

B. Project Planning, managing and Implementation

  • Develop detailed project work plans, implementation strategies, and activity schedules.
  • Ensure timely and effective execution of project activities in line with approved proposals and budgets.
  • Coordinate with field teams to ensure quality and consistency in service delivery.
  • Identify implementation challenges and develop practical solutions.
  • Ensure timely and quality implementation of projects in line with approved proposals and work plans.
  • Monitor project progress against targets, budgets, and indicators.
  • Support Provincial Coordinators and Program Officers in addressing implementation challenges.
  • Ensure integration of cross-cutting issues such as gender, safeguarding, and protection.

C. Budget, Financial and Administrative Oversight

  • Supervise project budget utilization and expenditure tracking.
  • Ensure compliance with financial, procurement, and logistics policies.
  • Review and approve financial and operational documents within delegated authority.
  • Support internal and external audits at the regional level.
  • Ensure cost-effective use of resources and financial compliance.
  • Review financial reports and ensure supporting documentation is complete and accurate.
  • Coordinate with Finance to ensure timely payments and budget tracking.

D. Team Leadership and Supervision

  • Supervise and support project staff to ensure high performance and professional development.
  • Participate in recruitment processes and ensure proper onboarding of new staff.
  • Promote a positive, ethical, and inclusive working environment.
  • Ensure adherence to OSSHD Code of Conduct, safeguarding, and PSEA policies.
  • Conduct regular staff meetings and performance reviews.
  • Promote teamwork, accountability, and a positive working environment.

E. Monitoring, Evaluation, and Reporting

  • Ensure proper monitoring systems are in place across all regional projects.
  • Review and validate narrative and financial reports before submission to headquarters.
  • Use data and lessons learned to improve program quality and impact.

F. Coordination and Risk Management

  • Identify operational risks and develop mitigation measures.
  • Ensure security protocols are followed within the region.
  • Coordinate with clusters and humanitarian actors to avoid duplication and enhance collaboration.

E. Coordination and Representation

  • Represent OSSHD in coordination meetings, clusters, and stakeholder engagements.
  • Maintain strong relationships with local authorities, community leaders, and partners.
  • Ensure community participation and stakeholder engagement in project activities.

F. Compliance and Risk Management

  • Ensure compliance with OSSHD policies, donor regulations, and national laws.
  • Integrate safeguarding, PSEA, gender equality, and protection principles into project activities.
  • Identify operational risks and implement mitigation strategies.
  • Support internal and external audits as required.

Job Requirements:

Education

  • Bachelor’s degree in Development Studies, Public Administration, Social Sciences, Business Administration, or related field.

  • Master’s degree is an advantage.

Experience

  • Minimum 4–6 years of experience in project management within NGO or humanitarian settings.

  • Proven experience managing donor-funded projects.

  • Experience supervising teams and managing project budgets.

Technical Skills

  • Strong knowledge of project cycle management (PCM).

  • Excellent reporting and proposal writing skills.

  • Strong financial and budget management capacity.

  • Proficiency in MS Office applications.

  • Understanding of monitoring and evaluation principles.

Languages

  • Fluency in Dari and/or Pashto.

  • Strong working knowledge of English.
