Context

According to the Afghanistan Humanitarian Needs and Response Plan released by OCHA for 2026, an estimated 21.9 million people—45 per cent of Afghanistan’s population—will require humanitarian assistance. This level of needs remains among the highest globally in a non-conflict setting. Humanitarian conditions continue to be driven by deep structural vulnerability, worsening food insecurity, and recurrent shocks, including climate-driven drought, large-scale returnee inflows, frequent earthquakes and floods, multiple disease outbreaks, and severe protection risks, especially for women and girls.

Mission

Terre des hommes, founded in 1960, is an independent, neutral and impartial Swiss organisation committed to bringing meaningful and lasting change to the lives of children and youth, especially to those most exposed to risks. We strive to improve their well-being and ensure the effective application of their rights as defined by the Convention on the Rights of the Child and other relevant human rights instruments. To make a difference, we focus on the areas of maternal and child health, children and youth migration, and access to justice. We aim to empower children and youth through active participation. We advocate for the respect of children’s rights, supporting them in voicing their needs and interests. We work in fragile and conflict settings, as well as in stable environments.

Tdh has been providing humanitarian assistance in Afghanistan for over 30 years, since 1995, and currently manages multiple projects in Kabul, Nangarhar, Kunar and Balkh with an outlook for geographic expansion. Our interventions incorporated multi-sectoral programme of protection, health, nutrition, food security and livelihood while maintaining the cross-cutting themes of child protection and WASH. Tdh’s programming approach maintains agility and flexibility to enable it to mobilise a response to emergencies which occur in this dynamic operating environment, including natural disasters and waves of displacement. The Country office is located in Kabul, supported by a coordination office in Jalalabad and several project offices in other provinces.

Tdh programming is context sensitive and guided by humanitarian principles and ‘do no harm’. All staff and beneficiaries are sensitised on prevention of sexual exploitation and abuse (PSEA) and safeguarding.

Job Descriptions:

Job Summary :

Under the direct supervision of the Eastern Area Coordinator and Child Protection Advisor at Kabul, the Project Officer for the STJ project is in charge of the overall implementation of the project components in Nangarhar province.

The Project Officer based in Nangarhar provides technical inputs/support to project staff in close collaboration with the Eastern Area Coordinator and the Child Protection Advisor, and operational teams.

Design intervention and activities programmes and coordinate their implementation with the line manager, develop a regional dynamic both within Tdh (links between Tdh projects and delegations in his/her field) and externally (regional partnership, working in a network, centres of expertise and working groups, etc.).

The project officer will be responsible for their team's security, He/she has to make sure the districts the team visits are safe, as well as the routes are properly checked with security links in the areas. The team should be time-to-time briefed about the security measures taken into consideration.

Weekly and monthly action plan developed for the program staff and the project officer himself/herself.

Weekly and monthly activities’ report is developed and shared with the line manager promptly and regular visits to the working districts with the teams identify the strengths and weaknesses to support and look for the success story of the intervention.

Coordinate with the provincial governmental authorities (DoEc, Governor's house, Line departments, district administration, etc.) for project registration, reports, and confirmation letter, etc.

To help reduce the risk of protection by visiting each CFS (Child Friendly Space), making accurate assessments of risk factors, and referring the case to other organizations as necessary.

The project officer is responsible for monitoring and supervising the activities related to protection in Nangarhar province.

He/she supports the M&E assistant on development of M&E tools for better monitoring of the outcome of the project activities. 

Main responsibilities:

Monitor, check, and analyse the social workers, animators, and team activities, offering professional support as required.

  • Monitor and supervise the project activities according to the project objective, goal, outcome, and output, and provide feedback on the progress of the project activities to the Eastern Area coordinator and Child Protection advisor.

  • Train the staff and provide follow-up for the continuity of the project outcome.

  • Follow- up of specifics issues related to CFSs.

  • Participate in training sessions and meetings according to the Project requirements.

  • Representing the Tdh organization with government authority (DoLSA, DoEc) and other services, UN agencies, in consultation with the Eastern Area Coordinator and Child Protection advisor.

  • Support the M&E assistant in the collection of Qualitative and quantitative data to ensure data analysis of the project.

  • Providing the progress reporting of the project activities based on the needs of the stakeholders and as required by line manager (s)

  • Identify and report immediately about problems that may jeopardize the programme goals.

  • Serves as a positive role model for the organization

  • To be able to monitor and supervise the child protection unit in the region and provide feedback to the Child Protection Unit.

  • Other duties that may be required

 

Protection

  • Protection: Use observation skills to detect any behavioural changes or specific vulnerability in children that may be a reason for concern and share these observations with the immediate supervisor and the social workers' team at joint weekly staff meetings to determine appropriate responses.

  • Ensure that all child protection-related activities are in line with child protection minimum relevant standards and enhance program/activities based on CPMS.

Job Requirements:

Education :

  • University degree holder, preferably in Project Management, Development Studies, Business Administrations or related field.

  • A master’s degree in Project Management or Development is desirable.

  • Certifications in project management (PMD Pro, PRINCE2) or M&E are an asset.

Experience :

  • Minimum 5 years of experience in project management with INGOs. 

  • Experience working with government stakeholders, DoLSA, UN agencies UNICEF, UNHCR, and community structures.

  • Proven work experience in protection projects.

  • Hands-on experience with data analysis and field supervision.

  • Experience in applying safeguarding, PSEA, and protection standards.

  • Experience implementing field-level safety/security protocols.

Languages:

Excellent verbal and written English, in addition to fluency in Local Language/s.

 

Skills & Competencies:

  • Proven experience managing and supervising social workers and field staff, particularly in rural and district-level contexts of Nangarhar province, with strong knowledge of local protection risks and referral pathways.

  • Extensive experience in the Protection and Child Protection sector with government, NGOs, INGOs, and UN agencies, applying core protection principles, humanitarian standards, Do No Harm, safeguarding, PSEA, and risk mitigation practices.

  • Strong technical understanding of child protection programming, including national and international legal frameworks (UN CRC, its Optional Protocols, and relevant ILO Conventions) and legal standards for emergency protection measures.

  • Demonstrated ability to analyse protection concerns, produce high-quality reports in English, and effectively present issues verbally and in writing.

  • Proficient in MS Office (Excel, Word, PowerPoint) and data collection tools, with strong analytical, coordination, networking, and community engagement skills.

  • Able to work under pressure, adapt to low-resource environments, and ensure effective stakeholder coordination and program implementation.
