The company operates through its regional offices located in Kabul, Jalalabad, Kandahar, and Mazar-e-Sharif, with the capacity to establish additional offices in other provinces as required by project needs.

Hask Engineering Services & Builders was established in 2007 and initially commenced its operations as a Construction Materials Testing Laboratory. Over time, the company expanded its scope of services to include Project Survey and Design, Construction Works, Engineering Studies, and Professional Training Programs, responding to the growing needs of the engineering and construction sector in Afghanistan.

In addition to its technical services, Hask takes pride in publishing “The Civil Engineer”, the first technical and engineering magazine in Pashto and Dari in Afghanistan, contributing to knowledge sharing and professional development within the engineering community.

The Team Leader / Senior Railway Engineer (International) is responsible for leading and managing railway engineering projects from Surveying through design including studies. The role involves providing technical leadership, coordinating multidisciplinary teams, ensuring compliance with international standards, and acting as the primary technical interface with clients and stakeholders. The position requires strong expertise in railway systems, project management, and experience working on international or donor-funded railway projects.

Qualifications & Skills:

• Coordination with the technical team and management of the consulting team to undertake the following:
• Review of all available materials and reports including special attention to the highly relevant recent financed Railway Development Study.
• Carry out detailed reconnaissance survey and assess the various alternative routes of the rail link duly considering the topography, land formation, area, and future development plans of the Government in the region and suggest the most suitable route among proposed routes with comparative scenario of the various alternative routes.
• Direct all necessary survey and engineering designs required to fulfill the terms of reference.
• Direct all necessary institutional, financial and economic assessment as required to fulfill the terms of reference
• Direct the development and implementation of the project safety plan.
• Prepare implementation schedule and detailed work plan.
• Able to Prepare and check Standard technical specifications for the whole part of the Project.

Duties & Responsibilities: 

• Registered engineer with a postgraduate degree, preferably a Master’s Degree, in Transportation, Civil, or railway engineering, with 10 years of relevant experience.
•  Have to be fluent in English and have strong management and communications skills.
•  Previous experience in Asian countries is preferred.
• Must have Related experience in Design Management.
• Best knowledge of Railway construction and applicable material.
