Job Description

Job-Specific Information
Under the direct supervision of the Regional Operation Officer, the Civil Engineer (Cash for Work & Micro Hydro Power) supports the effective implementation of rural infrastructure subprojects, maintains close coordination with Facilitating Partners (FPs), and works closely with Communities.
2. Summary of Key Functions
● Review of sub-project proposals uploaded in the system by FPs for each community.
● Review the FPs subproject proposals based on UNOPS three categories - Group 1 (Exempt Activities), Group 2 (Model Designs), Group 3 (Standard Design Review process with HQ).
● Ensure correct classification in MIS;
● Support the project team to maintain the IPMG Jira ticket/depository interface, where required by the approach.
● Support FPs on the quality of project proposals preparation for the Cash for work projects,
● Development of the Cash for Work technical manual, development training material to FP engineers, technical coordination with the FPs and Ministry of Rural Rehabilitation and Development (MRRD) engineers/provincial level Provincial Rural Rehabilitation and Development Directorate (PRRD) and deliver trainings as necessary
● Review of sub-project proposals in Management Information System (MIS) and quality assurance aspects of sub-project proposals and sub-project implementation, monitoring and reporting

Support FPs in the procurement of materials and supplies where necessary
● Help FPs prepare and maintain basic accounting documentation and reports on the projects
● Support FPs in completion and upload relevant forms into the MIS, monitor the completion of the forms by the Community Development Councils (CDCs), i.e. the household benefitted from the paid labor.
● Monitor the actual physical and financial work progress on the approved subprojects on the ground and report to the Rural Component Team Lead.
● Compare actual expenditures with actual work performed, to ensure the design scope of work is attainable by the remaining budget
● Help the FPs prepare and submit the cash disbursement form within 2 weeks of full utilization of the subprojects
● Read, understand and apply the CRLP Operational requirements and the Project Operation Manual (POM)
● Provide technical support to community infrastructure subprojects in the different stages of subprojects (technical survey, design, estimation, Bill of Quantities (BoQs), technical proposals preparation, project implementation supervision, projects status report preparation, etc.)
● Review FPs drawings of conducted technical surveys
● Review FP design packages for completeness and quality (design drawings, estimation, materials and labors cost, BoQ, required construction material list, subproject implementation work plan and technical specifications for materials and construction activities) and verify alignment with approved model designs/permissible adaptations; request revisions as needed; escalate Group 3 cases for peer/IPMG review per process.
● Explain prepared subproject technical proposals to Community Representative Groups (CRG’s) members and get their approval as needed

Conduct field visits during subprojects implementation and raise any issue with the Rural Component Team Lead and Regional Operations manager as needed
● Conduct quality control of construction materials before using it on the site and control quality of construction activities during the sub-project implementation
● Review the sub project's budget spending during implementation, maximum in every two weeks
● Providing solutions of technical problems at field level or sharing with the Rural Component Team Lead for further action.
● Provide detailed reports and submit them to the Rural Component Team Lead
● Promote gender and involvement of women in the cash for work intervention.
● Any other tasks and responsibilities which are assigned by related supervisor/managers
● Verify that each subproject has completed HSSE screening and mitigation measures are reflected in implementation.
● During field visits, check PPE/first aid availability and use and flag non-compliance.
● Support documentation of issues for follow-up in accordance with UNOPS spot check and verification role.
● Confirm (in MIS/checklist) that MRRD approval is in place before implementation starts (or escalate gaps).
● Review the Third Party Monitoring Agent (TPMA) findings relevant to assigned subprojects and ensure FPs implement corrective actions.

a) Project coordination
● Close coordination with FPs engineers, CRG’s members, social organizers and the provincial departments for the vital and fundamental activities of the subprojects like
● Close coordination with related community/Social Organisers and CRGs’ members during subproject selection process
● Coordinating, and liaising with CRGs to ensure effective mainstreaming of environmental/social issues,
b) Monitoring and reporting
● Provide technical assistance and technical monitoring inputs during the sub-project implementation
c) Commissioning, handover, and defect follow-up
● Support commissioning and functionality verification for completed Micro Hydro Power (MHP) subprojects (and associated civil works), including review of commissioning checklists, test records and completion evidence.

Verify that handover documentation is complete and properly filed in the project repository/MIS.
● Track defects and corrective actions during the applicable Defects Notification Period (DNP) or agreed post-completion follow-up arrangements under Additional Financing two (AF2), ensuring issues, remedial works and closure evidence are documented.
● Escalate unresolved defects, commissioning gaps, or incomplete handover packages to the supervisor/technical lead for action and decision.

3. Impact of Results
The results achieved by the Civil Engineer (Cash for Work) directly impacts on the development and performance of the project, in particular the successful implementation of the rural component of the CRL. It confirms UNOPS’ role as a key and trusted partner to the World Bank, and UNOPS’ position as a critical service provider, in all challenging work environments. Given the current political and humanitarian situation in Afghanistan, this project would support the urgent repositioning of AFCO and strengthen UNOPS presence and visibility in Afghanistan, raising the profile of UNOPS in the global humanitarian context.
Monitoring and progress controls will be in accordance with work plans that the Supervisor and incumbent will prepare at the beginning of the assignment.

Job Requirements

Qualifications and Experience
a. Education
- Bachelor degree in Civil Engineering, with a sound understanding of four sectors of engineering (Road, Water Supply, Irrigation and Micro Hydro Power).
b. Work experience
- Minimum 2 years experience in survey, design and implementation/supervision of community-driven development or rural development projects. - Experience with community-driven development, small-scale infrastructure and Micro Hydro Power (MHP) projects is required. - Experience working with Community Development Councils (CDC) and Community Representative Groups (CRGs) or similar community structures is desirable.
- Good knowledge and skill in project design, estimation and bill of quantities (BoQ) preparation in excel program (it is necessary).
c. Languages
- Fluency (oral and written) in English is required.
- Pashto and / or Dari languages are required.
- Ability to speak the local language dialects predominant in the region is desirable.
