Job Description

Purpose of the Position

To strengthen ASLO’s institutional relationships with government entities, donors, and partners, and to ensure effective liaison, reporting, and project documentation at both national and provincial levels.

Key Responsibilities

  1. Represent ASLO in meetings with government ministries, sectoral offices, donors, and NGOs.
  2. Facilitate the registration of new ASLO projects with the Ministry of Economy on time .
  3. Manage and oversee the signing of MoUs and partnership agreements with government and sectoral offices.
  4. Coordinate all official correspondence (incoming and outgoing) with government and non-governmental offices at national and provincial levels.
  5. Draft and finalize official letters and communications in Dari.
  6. Prepare and submit sectoral project reports from project initiation to completion at provincial and central levels.
  7. Compile six-monthly reports for submission to the Ministry of Economy.
  8. Process and renew work permit for foreign ASLO staff.
  9. Manage submission of institutional tax documents to government offices.
  10. Attend all meetings on behalf of ASLO at national and provincial levels.
  11. Conduct field visits to provinces for reporting, project registration, and follow-up on government approvals.
  12. Regularly follow up with provincial officials to ensure timely completion of sectoral project reports.
  13. Secure official permissions for new ASLO projects.
  14. Professionally resolve issues arising from government offices, communities, or staff in the provinces.
  15. Respond to inquiries and official letters from government and non-governmental entities as ASLO’s official liaison.
  16. Register all ASLO assets and items within the specified deadlines.
  17. Conduct financial and family background screening for newly recruited staff at both central and provincial levels.
  18. Renew vehicle licenses, communication equipment permits, and other relevant ASLO authorizations with the Ministry of Economy and other concerned government ministries.

Job Requirements

  • Bachelor’s degree in Public Administration, International Relations, Development Studies, or related field.
  • Minimum 8 years of experience in liaison, reporting, or partnership management roles.
  • Proven experience coordinating with government agencies and donors.

Skills & Competencies

  • Excellent communication and negotiation skills.
  • Strong report writing and documentation skills in Dari, English, and Pashto.
  • Ability to manage multiple tasks, prioritize effectively, and work independently.
  • Strong problem-solving skills and professional judgment.
  • Ability to travel to provinces for field visits and follow-ups.
