About ACBAR
The Agency Coordinating Body for Afghan Relief and Development (ACBAR) is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together more than 200 National and International NGOs working in all sectors of humanitarian assistance and development in Afghanistan. Its activities focus heavily on information to its members and the aid community in general, coordination of activities at the national and regional levels, and advocacy on issues affecting the work of its members in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. The members are the drive behind ACBAR, and their active participation is essential to ACBAR’s continued dynamism.
Job Description
RESPONSIBILITY SUMMARY
The Emergency Response MEAL Officer will support the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across ACBAR programs and coordination initiatives. The position will contribute to monitoring coordination platforms, advocacy initiatives, localisation activities, capacity strengthening programs, and emergency response coordination efforts.
The role will support systematic data collection, analysis, reporting, and documentation of program results to ensure evidence-based decision-making, accountability to stakeholders, and effective program learning. The Emergency Response MEAL Officer will work closely with program teams and regional offices to ensure accurate tracking of program indicators and timely reporting of results.
ESSENTIAL TASKS
Essential tasks include the following:
- Support the development and implementation of MEAL frameworks, monitoring plans, and tools for ACBAR programs.
- Ensure alignment between monitoring activities, program logframes, and donor reporting requirements.
- Develop and maintain monitoring tools, data collection templates, and tracking systems for program activities.
- Maintain and regularly update the Indicator Performance Tracking Table (IPTT) and other monitoring databases.
- Monitor activities related to coordination platforms, advocacy initiatives, localisation efforts, and capacity strengthening programs.
- Track participation and engagement of NGOs, civil society organizations, and stakeholders in coordination meetings, working groups, trainings, and other program activities.
- Support monitoring of emergency preparedness and response coordination activities, including NGO coordination meetings and response planning initiatives.
- Assist in conducting baseline and endline assessments for programs.
- Design and implement data collection tools such as surveys, monitoring checklists, feedback forms, and assessment questionnaires.
- Collect quantitative and qualitative data from program teams, regional offices, and external stakeholders.
- Clean, verify, analyze, and interpret monitoring data to produce analytical summaries and program insights.
- Support rapid data collection and monitoring during emergency response situations when required.
- Contribute to the preparation of internal monitoring reports and provide inputs to donor progress reports.
- Support development of dashboards, monitoring summaries, and data visualizations for program management.
- Document best practices, lessons learned, and success stories from program implementation.
- Support the organization of learning and reflection sessions with program teams to promote adaptive management.
- Coordinate closely with program teams, regional offices, emergency coordination staff, and technical working groups to ensure timely collection and reporting of monitoring data.
- Provide technical guidance to program teams on the use of monitoring tools and reporting templates.
- Perform any other MEAL-related duties assigned by the supervisor.
Job Requirements
KNOWLEDGE, SKILLS and/or ATTRIBUTES
The requirements listed below are representative of the knowledge, skill, and/or attribute required.
- Good understanding of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and methodologies.
- Minimum of 3–5 years of experience in monitoring and evaluation within humanitarian or development programs.
- Experience working with donor-funded programs and reporting requirements.
- Ability to manage competing priorities in a rapidly changing environment and follow instructions while seeking clarification when necessary.
- Strong analytical and problem-solving skills.
- Ability to work collaboratively with diverse teams and stakeholders.
- Demonstrated attention to detail in data management and reporting.
- Courteous and professional when representing ACBAR and able to work effectively in a team environment.
EDUCATION
Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, International Relations, or a related field.
A Master’s degree in a relevant field is preferred.
TECHNICAL SKILLS:
- Experience with data collection tools such as KoBo Toolbox, SurveyMonkey, or similar platforms.
- Strong data analysis, data visualization, and reporting skills.
- Experience in data management, including developing and managing dashboards using Power BI or similar data visualization tools, is strongly preferred.
- Proficiency in Microsoft Excel and other data management systems.
- Ability to develop monitoring dashboards, data summaries, and analytical reports to support program decision-making.
LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY
- Demonstrate strong written and verbal communication skills in English, Dari, and Pashto.
- Ability to conduct meetings and communicate effectively with NGO partners and stakeholders.
- Ability to understand and apply monitoring methodologies, including surveys, assessments, and data analysis techniques.
- Ability to work independently and meet deadlines while maintaining high-quality outputs.
- Ability to work collaboratively within multidisciplinary teams.
