Job Description

Overall Responsibilities:

The primary role of the Project Manager (PM) is to supervise, monitor, and coordinate the Integrated Protection Services for the most vulnerable population in Kunar Province of Afghanistan (IPS 2 Afghanistan). This includes the preparedness, coordination, and deployment of Child Protection teams in targeted locations, ensuring the quality of services for the most vulnerable families and their children. The PM will ensure that all activities are carried out as per donor compliance and requirements.

Key Duties and Responsibilities:

Program Responsibilities:

  • Manage the full project life cycle, including planning, execution, and monitoring of child protection activities (e.g., case management, psychosocial support, child care center).
  • Ensure projects adhere to international child protection standards (e.g., CPMS) and best practices, providing technical guidance to teams.
  • Represent the organization in child protection working groups/clusters and coordinate with local partners, stakeholders, and government bodies.
  • Develop detailed project implementation plans (DIP) outlining tasks, timelines, resources, and dependencies.
  • Monitor progress against the project plan, making adjustments to keep the project on track.
  • Conduct regular supportive supervision and monitor implementation of activities.
  • Perform regular technical follow-ups and evaluations of field and office-based teams.
  • Identify and address problems or constraints during project implementation, proposing solutions for improved performance.
  • Collaborate with relevant technical departments to ensure project activities align with line department, CP workstream and donor guidelines.
  • Communicate with the Program Manager regarding activity implementation, highlighting challenges and potential solutions.
  • Provide technical support to the team as needed.
  • Any other tasks, assigned by Program Manager or Director General.

Finance Responsibilities:

  • Oversee project budgets, ensuring timely expenditure and compliance with donor requirements and organizational policies.
  • Forecast expenses for all project-related budget lines on a monthly and quarterly basis.
  • Track monthly expenses and monitor the remaining budget using Budget Follow-Up sheets.
  • Highlight budget related issues to the Program Manager and finance team in a timely manner.

HR Responsibilities:

  • Recruit, train, and supervise project staff and partners, fostering a culture of accountability.
  • Provide CP related training and capacity-building programs for project staff.
  • Conduct appraisals for all project staff before project completion.
  • Communicate internal grievances between project staff to the Program Manager and HR department.

Reporting Responsibilities:

  • Develop monitoring tools, analyze data, and prepare high-quality reports on progress and impact.
  • Develop weekly sitreps, monthly & quarterly narrative and quantitative reports and share with the Program Manager in timely manner.
  • Ensure all reports adhere to donor guidelines and deadlines.

Job Requirements

Background/Qualifications:

  • Bachelor’s degree in social science (BBA, LLB, Economics or related, a Master’s degree holder is preferred.
  • Minimum of 5 years’ experience in a senior-level position with an Nation/International NGO or UN organization in protection program (child Protection experience is required)
  • Proven experience in team management.
  • Experience in emergency contexts, CPiE projects.

Skills Required:

  • Fluency in English (spoken and written).
  • Fluency in local languages, Pashto and Dari (spoken and written).
  • Advanced computer skills (MS Word, MS Excel, Outlook).
  • Strong communication and reporting skills.
  • Leadership and team management abilities.
  • Capacity to establish and maintain good working relationships with team members, local authorities, and community members.
  • Ability to coordinate with other departments within the organization (technical and support departments).
