Job Description

Overall Responsibilities:

Provide technical leadership and quality assurance for Child Protection (CP) programming, including CBCPC capacity building, community outreach, safeguarding integration, CCC establishment/operations support, and child case management (including SoV and referrals) and systems use (e.g., CPIMS+). Ensure CP interventions are implemented in line with AWUDO standards, donor requirements, and child safeguarding principles.

Key Duties and Responsibilities:

  • Provide technical leadership for all Child Protection activities across the targeted districts, ensuring quality, consistency, and adherence to CP standards.
  • Lead technical planning and review of CP implementation, including the assessment of existing services and development of CP response approaches based on identified gaps.
  • Oversee and quality-assure information outreach activities to ensure accurate, age-appropriate, and child-safe dissemination of available CP services and referral pathways.
  • Technically support the training and coaching of CBCPCs to identify, prioritize, and respond to CP, SGBV/SoV, and disability-related protection issues.
  • Provide technical guidance to community dialogues to ensure proper identification of protection issues, safe facilitation, and appropriate referral routes for at-risk children.
  • Support the operationalization of child protection mechanisms through community-based structures, including ensuring clear roles and referral pathways for CBCPCs.
  • Provide technical leadership for CBCPC-related activities, including monitoring participation support mechanisms.
  • Lead and support “Community Dialogue Training” for project staff and ToT approaches for building staff capacity to facilitate dialogues safely and effectively.
  • Lead technical support for “safe transition and continuity of CP services” in targeted districts, including technical coaching for continuity strategies and follow-up with CBCPCs and CCC structures.
  • Provide technical guidance on positive parenting sessions for parents/caregivers of children registered in CCCs, ensuring content is appropriate and safeguarding-sensitive (in coordination with relevant actors).
  • Provide technical guidance to CCC supervision structures (e.g., supporting CCC Supervisor roles and ensuring consistent implementation approaches).
  • Lead technical inputs into case management quality and referral management for children and SoV cases, including:
  • Support delivery and quality assurance of cash for protection assistance, including correct targeting and compliance steps.
  • Oversee integration and correct use of case management systems (e.g., CPIMS+), ensuring staff understand required data fields, case documentation standards, and reporting consistency.
  • Support the design and implementation of PSS/PFA capacity strengthening for facilitators and PSS counsellors (technical coordination to ensure alignment with CP referral and safeguarding pathways).
  • Provide capacity building on case management including CPIMS+ to project staff.
  • Coordinate closely with the Safeguarding Officer and other protection actors to ensure robust safeguarding/incident management processes and risk mitigation across all CP activities.
  • Support quality control mechanisms such as field spot checks, technical reviews, case review sessions (where applicable), and coaching visits.
  • Perform any other CP technical tasks assigned by the line manager to ensure effective project implementation.

Job Requirements

Background/Qualifications:

  • Bachelor’s degree in social science (BBA, LLB, Economics, Social work, international law or related field, a Master’s degree holder is preferred.
  • Minimum of 5 years’ experience in child protection program as senior-level position with a National/International NGO or UN organization.
  • Technical Expertise: Strong knowledge of child protection in emergencies, GBV prevention, and child rights.

Skills Required:

  • Fluency in English (spoken and written).
  • Fluency in local languages, Pashto and Dari (spoken and written).
  • Advanced computer skills (MS Word, MS Excel, Outlook).
  • Strong communication and reporting skills.
  • Leadership and team management abilities.
  • Capacity to establish and maintain good working relationships with team members, local authorities, and community members.
