Program Manager (TVET) (Call for CVs)

Vision Development Organization (VDO), founded in 2015 by Afghan women leaders, is a national, women-led NGO dedicated to advancing the dignity, resilience, and leadership of women, youth, and marginalized communities. Despite Afghanistan’s complex humanitarian and governance challenges, VDO has grown into a trusted, principled, and adaptive organization, delivering programs in protection, education, livelihoods, social inclusion, and community development across multiple provinces. Anchored in integrity, accountability, and operational excellence, VDO upholds strong governance, safeguarding, and compliance standards while championing women’s leadership and equitable, high-quality service delivery.

• Lead the strategic planning, implementation, supervision, and expansion of TVET programs across all target provinces.
• Develop annual workplans, implementation strategies, budgets, staffing plans, and operational frameworks aligned with donor requirements and VDO policies.
• Oversee market assessments, curriculum development, quality assurance systems, and private sector partnerships to ensure market-driven vocational training opportunities. Supervise project managers, specialists, coordinators, trainers, and field teams.
• Ensure integration of safeguarding, PSEAH, gender equality, disability inclusion, environmental sustainability, climate resilience, and accountability mechanisms into all TVET activities.
• Coordinate with donors, government authorities, private sector actors, clusters, and consortium partners. Lead proposal development, donor reporting, monitoring frameworks, risk management, compliance oversight, and adaptive management processes.
• Ensure employment linkage, entrepreneurship support, certification systems, and post-training follow-up mechanisms are operational. Represent VDO in technical coordination forums and strategic meetings.

• Master’s degree in TVET, Education, Development Studies, Business Administration, Economics, or related field.
• Minimum 7–10 years of senior-level experience managing TVET, livelihoods, or workforce development programs.
• Proven donor compliance and grant management experience.
• Strong leadership and strategic planning skills; experience managing multi-provincial teams and budgets.
• Strong understanding of labor market systems, safeguarding, gender, and inclusion programming; excellent report writing and coordination skills.
• English excellent, Dari and Pashtu fluent.
