TVET Program Specialist (Call for CVs)

Vision Development Organization (VDO), founded in 2015 by Afghan women leaders, is a national, women-led NGO dedicated to advancing the dignity, resilience, and leadership of women, youth, and marginalized communities. Despite Afghanistan’s complex humanitarian and governance challenges, VDO has grown into a trusted, principled, and adaptive organization, delivering programs in protection, education, livelihoods, social inclusion, and community development across multiple provinces. Anchored in integrity, accountability, and operational excellence, VDO upholds strong governance, safeguarding, and compliance standards while championing women’s leadership and equitable, high-quality service delivery.

• Provide technical leadership and advisory support for TVET program design, implementation, quality assurance, curriculum development, competency-based training systems, and labor market integration.
• Conduct labor market assessments, skills gap analyses, and sector mapping to identify high-demand vocational opportunities. Support the development of training manuals, competency frameworks, certification standards, and assessment tools.
• Ensure alignment with national TVET standards, donor guidelines, and international best practices. Support integration of entrepreneurship, climate resilience, financial literacy, digital skills, and employability components into training packages.
• Conduct technical monitoring visits, mentor trainers, review training quality, and provide technical recommendations for improvement.
• Contribute to proposal development, technical reports, research, innovation initiatives, and knowledge management systems.
• Support establishment of partnerships with vocational institutes, employers, chambers of commerce, and private sector entities.

• Bachelor’s or Master’s degree in TVET, Education, Economics, Engineering, Workforce Development, or related field.
• Minimum 5–7 years of technical experience in vocational training and livelihoods programming.
• Strong understanding of competency-based education systems; experience in curriculum design and training methodologies.
• Strong analytical, facilitation, and technical writing skills.
• Experience with donor-funded projects preferred.
• English excellent, Dari and Pashtu fluent
