About The Liaison Office (TLO)

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

The Finance Officer is responsible for ensuring sound financial management, accurate accounting, budget monitoring, financial reporting, and compliance with organizational policies, donor requirements, and applicable financial regulations.

The incumbent will manage the day-to-day financial operations of the project and support efficient, transparent, and accountable utilization of project resources.

Key Responsibilities

  • Maintain accurate financial records and ensure proper documentation of all financial transactions.
  • Process payments, receipts, and financial entries in accordance with organizational procedures.
  • Monitor project expenditures against approved budgets and report any variances.
  • Prepare monthly, quarterly, annual, and donor-specific financial reports.
  • Conduct bank and cash reconciliations and support effective cash management.
  • Ensure compliance with donor regulations, organizational policies, and financial procedures.
  • Support internal and external audits by maintaining complete and accurate financial documentation.
  • Coordinate with project, procurement, administration, and field teams on financial matters.
  • Assist in budget preparation, forecasting, and financial planning activities.

Job Requirements

  • MBA, bachelor’s degree in finance, Accounting, Business Administration, or a related field. Professional certification in accounting or finance (e.g., ACCA, CPA, or equivalent) is an advantage.
  • Minimum of eight (8) years of relevant experience in accounting, financial management, budgeting, or financial reporting.
  • Experience with UN agencies, international NGOs, donor-funded projects, or development organizations is highly desirable.
  • Experience in donor compliance, grant management, and financial audits is an advantage.

Technical Skills and Competencies

  • Strong knowledge of accounting principles, financial management, budgeting, and internal controls.
  • Proficiency in financial reporting and analysis.
  • Experience using accounting software, including QuickBooks.
  • Advanced proficiency in Microsoft Excel and other MS Office applications.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to maintain confidentiality and work with accuracy and attention to detail.
