Job Summary :
The Midwife Supervisor is responsible for providing technical supervision, feedback, and on-the-job training to midwives working at health facilities to ensure the delivery of high-quality maternal and newborn health services. She oversees and monitors midwifery activities at facility level, ensuring adherence to national protocols and standards of care. The role also includes frequent field supervision visits, performance support, and capacity building of midwifery staff. In addition, the Midwife Supervisor actively participates in all relevant coordination meetings related to midwifery and maternal health at the provincial level, contributing to improved service delivery and maternal health outcomes. She is responsible for providing technical supervision over delivery rooms in the facilities.
Main responsibilities:
1. Technical Support and Quality of RMNCH Services

Support the implementation of Reproductive, Maternal, Newborn, and Child Health (RMNCH) services at supported health facilities.

Ensure consistent delivery of quality, client-centered, and evidence-based RMNCH services in line with national guidelines, protocols, and standard operating procedures (SOPs).

Promote respectful maternity care and culturally appropriate service delivery.

· Support infection prevention and control (IPC) practices in maternity, delivery, and newborn care areas.

Support timely identification, stabilization, referral, and follow-up of high-risk pregnancies, obstetric complications, and neonatal emergencies.

Strengthen coordination between health facilities and referral hospitals to ensure continuity of care.

Ensure the availability and rational use of essential RMNCH medicines, supplies, and equipment, and promptly report stock shortages.

Support implementation of continuous quality improvement (QI) initiatives to strengthen RMNCH service delivery and patient outcomes.

Promote the integration of nutrition, mental health and psychosocial support (MHPSS), child protection, disability inclusion, and gender-sensitive approaches into RMNCH services, in line with Tdh's integrated programming approach.

Support preparedness and continuity of essential RMNCH services during disease outbreaks, emergencies, and other humanitarian situations.
2. Monitoring, Supportive Supervision, and Quality Improvement

Conduct regular supportive supervision and monitoring visits to health facilities and project sites.

Develop and implement monthly supervision plans in coordination with the supervisor.

Identify service delivery gaps, document findings, and support implementation of quality improvement actions.
-
Identify and promptly report issues affecting service quality or achievement of project objectives.
-
Ensure that midwives are fully informed of project objectives, indicators, and targets.
-
Contribute to the performance assessment of midwives and support development of individual performance improvement plans.

Be available to travel to remote project sites and health facilities as required.
3. Capacity Building and Mentorship

Conduct training needs assessments and develop capacity-building plans for health staff.

Provide on-the-job coaching, mentoring, and supportive supervision to midwives and other relevant health workers.

Organize and facilitate training sessions on RMNCH and related technical topics.

Ensure health staff understand project objectives, indicators, targets, and expected quality standards.

Participate in internal and external learning and professional development activities to strengthen technical capacity.
4. Health information management, Monitoring and Reporting

Ensure RMNCH service data from supported health facilities are accurate, complete, consistent, and timely.

Ensure accurate documentation of patient records, registers, and reporting tools at facility level.

Submit validated reports to the MEAL team or Program team when required

Prepare and submit weekly and monthly technical reports to the supervisor in a timely manner.

Support the use of data for monitoring program performance and improving service quality.
5. Health information management, Monitoring and Reporting

Participate in provincial-level RMNCH technical working groups, coordination meetings, and other relevant forums.

Work closely with project teams to ensure coordinated, timely, and high-quality implementation of project activities.

Strengthen collaboration between health facilities and community health workers to improve community awareness, referrals, service uptake, and follow-up for RMNCH services.

Support community engagement and health education activities to improve care-seeking behaviors, birth preparedness, and utilization of RMNCH services.

Strengthen collaboration with community health workers, community leaders, and other stakeholders to improve referrals, follow-up, and continuity of RMNCH care.
6. Safeguarding, Accountability and Compliance

Ensure compliance with Terre des hommes' safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Child Safeguarding, Code of Conduct, and Accountability to Affected Populations (AAP) policies in all project activities.

Promote safe, respectful, confidential, and equitable access to RMNCH services for women, newborns, and children.

Immediately report any safeguarding, protection, fraud, or misconduct concerns through the appropriate reporting mechanisms.
