Project Manager (Subject to Donor Approval)

Shelter for Life International (SFL) is a non-governmental, non-political, non-profit and international faith-based organization. It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. SFL is currently operational in Afghanistan, Liberia, South Sudan, Senegal and Tajikistan. Our Headquarters is located in Minnetonka, MN and funded by multiple donors such as BPRM, USG, USDA, WFP and FAO. SFL has rich experience and provides assistance in the following areas; Agriculture Development, Food Security, livelihood and emergency, Shelter and Population Settlement, Application of Microcredit, Infrastructure Development and Health and Nutrition.

The Resilience Food Systems (RFS) Project Manager is responsible for the overall planning, implementation, coordination, monitoring, and successful delivery of the Resilience Food Systems Project in accordance with donor requirements, organizational policies, and project objectives. The incumbent will ensure the effective management of project activities related to food security, climate-smart agriculture, livelihoods, market systems development, and community resilience while ensuring quality, accountability, and timely achievement of project outcomes.

The Project Manager will provide technical and managerial leadership to the project team, manage project budgets and resources, coordinate with donors, implementing partners, relevant stakeholders or beneficiaries, government relevant sectors and ensure compliance with donor regulations and organizational standards.

• A project manager is responsible for planning, executing, and closing projects, ensuring they are completed on time, within budget, and mee quality standards.
• This position is working under direct supervision of program and operational units Deputy Country Director.
• Plan, coordinate, and oversee all project activities under Resilience Food System (RFS).
• Ensure compliance with RFS-FLA requirements, operational plans, and donor standards.
•        Lead the planning, implementation and supervision of all project activities in accordance with the approved project document, work plan and budget.
•         Manage the project team and coordinate with partners, ensuring clear roles and responsibilities, effective communication and coordination, and high- performance standards.
•          Establish and maintain strong working relationships with relevant government authorities, communities, Beneficiaries and other stakeholders at provincial and district levels.
•          Ensure that project adopts a participatory, community-based and market –driven approaches, involving all relevant stakeholders in the identification of needs, priorities, opportunities, and solutions.
•         Monitor the progress and performance of the project against the agreed indicators, targets and milestones, using appropriate tools and methods, log frame, result framework, and theory of change.
•          Prepare regular narrative reports on the project activities, achievements, challenges and lesson –learned for internal management and external reporting to the donor.
•          Identify potential risks and challenges and under supervision of the program manager, develop mitigation measures and contingency plans to ensure smooth implementation of the project.
•          Supervise, monitor and follow – up with the project team’s activities and operations.
•          Conducting staff meeting on weekly basis with provincial team for better coordination, implementation and addressing challenges and issues faced by team during the implementation phases.
•          Facilitate learning and knowledge sharing among the project team, partners and stakeholders on the best practices, innovations and lessons – learned from the project.
•          Attending all sectoral meetings and presenting SFL’s operations within the context of project to relevant governmental and non – governmental authorities and organizations.
•          Preparing weekly, monthly and project completion reports and drafts to donor and governmental line departments.
•       Any other tasks being assigned by program units.

Qualification/Requirements:

• Minimum 5 Years of relevant experience with International NGOs or UN Agencies.
• Proven experience in food security, agriculture, or livelihood programming.
• Strong background in planning, budgeting, and donor reporting.
• Familiarity with project management tools, financial compliance, and M&E systems.
• Prior experience with SFL, WFP or other UN agencies is an advantage.
• Knowledge of security, child protection, gender, and accountability standards in humanitarian contexts.
• Fluency in Dari and/or Pashto; proficiency in English is required.
• Strong leadership, supervision, and team management skills.
• Excellent communication, negotiation, and stakeholder engagement abilities.
• Preference will be given to those individuals who have sufficient experience in project management.
• To be an Afghan citizen.
