About New Consultancy and Relief Organization

New Consultancy and Relief Organization (NCRO) is a non-governmental, non-political, non-profit, and impartial organisation established in 1993 with a view to serving the needy Afghans, particularly Afghan returnees from neighbouring countries and internally displaced persons (IDPs) displaced or non-displaced by natural disasters or internal conflicts in Afghanistan. NCRO is a fully voluntary organisation and provides services to the aforementioned categories of people, irrespective of religion, ethnicity, gender, race, language, or geographical locations.

NCRO has been an implementing partner of WFP since 1996 and has implemented a large number of resilience-building projects funded by FAO, WFP, UNHCR, and UNOCHA (AHF). NCRO has successfully implemented WFP resilience projects in the targeted districts of Nuristan from 2020 to 2024 and is currently implementing WFP-funded resilience building and food system projects in Nuristan province.

NCRO is registered with the Government of Afghanistan (Ministry of Economy) with registration number 2563 and holds active membership in ACBAR and ANCB. The organisation maintains a main office in Jalalabad city and a well-equipped regional office in Nuristan province.

NCRO is implementing a Resilience-Building and Food System Programme for Nuristan Province in the Kamdish and Parun districts of Nuristan Province, funded by the World Food Programme (WFP). The project aims to address the most food-insecure people's immediate food needs while improving their long-term food security and resilience.

The project interventions are organised into three components (FFA, FFT, and SAMS) and include the following:

  • Food for Assets (FFA): Construction and rehabilitation of water infrastructures, including irrigation canals, roads, intake structures, protection walls, water ponds, and micro-catchments
  • Food for Training (FFT): Tailoring and embroidery training for 292 beneficiaries
  • Smallholder Agriculture Market Support (SAMS): Crop diversification, livestock support (goat and sheep raising), fruit tree plantation, wheat value chain support, and maize thresher/grass-cutter distribution

Total Direct Beneficiaries: 1,066 FFA recipients, 292 FFT trainees, and additional SAMS beneficiaries across 22 unions in Kamdish and Parun districts.

Job Description

The Monitoring/Evaluation Officer will play a key role in providing support to the overall project and working alongside the Project Manager and Program Unit. The Monitoring/Evaluation Officer is responsible for monitoring and reporting on output and outcome-level progress of all Resilience-Building and Food System (RFS) project activities related to the WFP-funded project.

The main responsibility of the monitoring officer is to monitor and evaluate the project activities on a continuous basis and give feedback to the project manager on the progress of the activities within the scope of the project and in compliance with the guidelines and procedures of the organisation. The primary duties will cover field-level operations with regular visits to the field to meet with project participants, activities, outputs, and outcomes.

In addition, the monitoring officer is responsible for developing and implementing the monitoring strategy for the resilience and food systems (RFS) project. This includes setting up systems to collect, analyse, and report data on project inputs, activities, outputs, and outcomes. The Monitoring Officer ensures that the project's progress can be measured against its targets. This role will manage all project data (beneficiary selection, beneficiary daily attendance, assessment results, etc.) to ensure data quality; train staff in data collection if needed; and coordinate any related tasks with the project manager and programme units. The Monitoring Officer also leads on documenting and filing project-related documents.

Job Requirements

Monitoring and Evaluation

  1. Develop and implement the project M&E plan, indicator tracking matrix, reporting tools, and data collection templates in line with programme objectives and donor (WFP) requirements.
  2. Conduct regular monitoring visits to all project locations in targeted districts (Barg-e-Matal, Kamdish and Parun), completing work plan checklists, conducting spot-check surveys, and interviewing project participants to gauge regular progress toward completing project activities.
  3. Collect, verify, and consolidate programme data from FFA (infrastructure construction), FFT (tailoring and embroidery training), and SAMS (agricultural and livestock support) activities across all project sites.
  4. Monitor ongoing activities to ensure they align with project plans and standards, and assess training delivery, beneficiary participation, and the quality of project implementation.
  5. Analyze quantitative and qualitative data to measure progress against project indicators, identify trends, and support evidence-based decision-making.
  6. Prepare regular internal and external reports, dashboards, and progress updates highlighting achievements, challenges, lessons learned, and recommendations.

Data and Information Management

  1. Maintain accurate and up-to-date project databases, beneficiary records, attendance sheets, assessment results, and activity tracking files.
  2. Ensure data quality, confidentiality, and secure storage of programme information in accordance with organizational standards and ethical data handling practices.
  3. Manage all project data (beneficiary selection, beneficiary daily attendance, assessment results, etc.) to ensure data quality.

Accountability and Feedback

  1. Support the establishment and management of accessible feedback and complaint mechanisms for beneficiaries, community representatives, and partner institutions.
  2. Document, track, and follow up on feedback received to strengthen programme accountability, responsiveness, and beneficiary satisfaction.
  3. Document lessons learned, good practices, and stories of change in relation to improving project outcomes.

Capacity Building and Coordination

  1. Train project staff, facilitators, and relevant stakeholders on data collection tools, reporting requirements, monitoring procedures, and data quality standards.
  2. Coordinate with the project manager and operations staff to ensure that all project activities are in progress and being completed according to project work plans and in compliance with donor requirements.
  3. Communicate and liaise with WFP Third Party Monitoring (TPM) monitoring teams, as needed.

Reporting

  1. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
  2. Prepare monthly and final activity, financial, and narrative reports to be submitted to WFP.
  3. Lead on documenting and filing project-related documents.

Skills and Competencies

  • Strong coordination, reporting, and management skills.
  • Proficiency in oral and written English is required.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office applications and data management tools.
  • Experience with KOBO Toolbox or similar data collection platforms is an advantage.
  • Knowledge of WFP reporting requirements and procedures is highly desirable.
  • Ability to work in remote and challenging environments.
  • Understanding of the local context in Nuristan Province.
