Parniyan Training Centre and Rehabilitation Organization (PTCRO) is a non-governmental, non-political, and non-profit public welfare organization dedicated for the provision of relief humanitarian emergency assistance, development and reconstruction of Afghanistan.

PTCRO was founded in 2003 and formally registered with Afghanistan's Ministry of Economy on May 11, 2006. PTCRO has nearly two decades of experience in addressing both developmental and humanitarian needs across the country.

PTCRO is committed to responding to humanitarian crises, including drought mitigation and disaster prevention, with a strong emphasis on community development. The organization focuses on fostering economic resilience by creating employment opportunities and implementing income-generation initiatives tailored to empower youth, women, internally displaced persons (IDPs), returnees, host communities, and vulnerable rural populations.

By collaborating with grassroots organizations, local leaders, and international partners, PTCRO implements programs that are both culturally sensitive and impactful.

As a member of prominent coordination on humanitarian and development networks and associations, including UNDP, member of ACBAR, member of SHAPE TPP ACBAR, PTCRO has successfully implemented over 47 projects in various sectors such as managing construction projects, education, livelihoods, agriculture, child protection, , Watershed Management, health, WASH (Water, Sanitation, and Hygiene), emergency shelter, and non-food item projects. These initiatives have been executed across 24 provinces, demonstrating PTCRO’s extensive reach and impact.

PTCRO has collaborated with and received funding from esteemed partners, including USAID, UNICEF, UNDP, UN Women, WFP, UNOPS, UNFPA, IOM, NCA, Good Weave USA, and AWRC. Its track record of successfully delivering development and humanitarian projects, highlights its commitment to the people and the reconstruction of Afghanistan and its capacity to address the country’s urgent humanitarian needs effectively.

Job Description

The MEAL Officer is responsible for supporting the implementation of the organization’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system at field and project level. The role ensures accurate and timely collection, verification, and analysis of program data to support evidence-based decision-making and improve project quality.

The MEAL Officer will work closely with field teams to conduct monitoring visits, collect data, maintain databases, and support reporting processes. The position also supports accountability mechanisms by ensuring that beneficiaries have access to safe and effective feedback and complaint systems.

Key Responsibilities:

Monitoring & Data Collection

  • Conduct regular field monitoring visits to project sites
  • Collect quantitative and qualitative data from beneficiaries and field staff
  • Ensure data quality, accuracy, and completeness

Data Management & Reporting

  • Enter and manage data in databases and tracking systems
  • Support preparation of weekly, monthly, and project reports
  • Assist in data cleaning, validation, and basic analysis  

Accountability & Feedback Mechanisms

  • Support implementation of Complaint and Feedback Response Mechanisms (CFRM)
  • Collect and document beneficiary feedback and complaints
  • Ensure timely referral of complaints to relevant departments

Evaluation Support

  • Assist in baseline, midline, and endline surveys
  • Support data collection for assessments and evaluations
  • Participate in field verification exercises

Coordination & Communication

  • Work closely with program and field teams to ensure MEAL integration
  • Coordinate with MEAL Manager for reporting and planning
  • Participate in internal review and learning meetings

Learning & Documentation

  • Document lessons learned and success stories from field activities
  • Support knowledge sharing and program improvement initiatives

Job Requirements

Educational Requirements:

  • Bachelor’s degree in Social Sciences, Statistics, Development Studies, Economics, or related field
  • Master degree will be an advantage

Experience Requirements:

  • Minimum 5–7 years of experience in MEAL or data-related roles in NGOs/INGOs
  • Experience in data collection tools (KOBO, ODK, Excel, etc.).
  • Proven experience working with national or international NGOs, UN agencies, or government institutions, with a strong understanding of donor compliance and project management requirements. 

Technical Competencies:

  • Strong data collection and basic analysis skills
  • Good knowledge of MS Office (especially Excel and Word)
  • Strong attention to detail and accuracy 
  • Ability to work in field conditions and travel to project sites
  • Integrity and commitment to accountability

Computer Skills:

  • Strong computer skills (MS Word, Excel, Outlook).
  • Ability to prepare and Analys Data and reports. 

Language Requirements

  • Fluency in Pashto and Dari.
  • Good working knowledge of English is desirable.
  • Strong report writing and communication skills.
