Position Purpose
The Provincial HIVA Focal Point provides provincial leadership for the coordinated implementation, quality assurance, monitoring and reporting of HIVA project interventions in Badghis. The postholder serves as the primary link between supported health facilities, provincial stakeholders and the Kabul programme team, ensuring that activities are delivered on time, evidence is reliable, clinical mentorship is followed through, resources are used responsibly, and services comply with applicable national protocols, donor requirements and ARDHO standards.
Expected Contribution
· Translate the approved work plan into coordinated provincial implementation across supported facilities.
· Strengthen the quality and continuity of maternal, newborn and other HIVA-supported health services through supervision, coaching and corrective follow-up.
· Maintain credible programme evidence through accurate data verification, timely reporting and complete documentation.
· Anticipate operational, supply, safeguarding and security risks and escalate critical issues early.
Key Accountabilities and Responsibilities
1. Provincial Project Leadership and Coordination | Convert plans into disciplined implementation.
· Develop and maintain a detailed provincial activity schedule derived from the approved project work plan, including targets, responsible persons, dependencies and reporting deadlines.
· Coordinate and oversee implementation across assigned health facilities, ensuring consistency with project objectives, approved budgets, technical guidance and donor commitments.
· Track daily and weekly implementation status; identify delays, bottlenecks or deviations; agree corrective actions; and escalate issues requiring central-level decisions.
· Maintain structured communication with facility teams, clinical mentors and the Kabul office so decisions, risks and operational changes are communicated promptly.
· Convene or participate in provincial coordination meetings, field reviews and implementation sessions; document decisions, owners and deadlines and follow through to closure.
· Support integration of HIVA interventions within existing health services to strengthen continuity, efficiency, local ownership and sustainability.
· Ensure activities are delivered in a culturally appropriate, gender-responsive and community-oriented manner that promotes access, dignity and acceptance.
2. Stakeholder Engagement and Representation | Build productive relationships and protect project credibility.
· Serve as ARDHO’s designated provincial contact for day-to-day HIVA project coordination within the limits of delegated authority.
· Maintain professional working relationships with Provincial Public Health Directorate representatives, health-facility leadership, community structures, implementing partners and other relevant stakeholders.
· Communicate project scope, implementation status, challenges and agreed actions accurately and consistently, without making commitments beyond approved authority.
· Represent ARDHO in authorized meetings and technical forums; prepare briefing points in advance and submit concise meeting records and follow-up actions.
· Promote community feedback and accountability, ensuring significant concerns are recorded, referred and followed through under ARDHO procedures.
3. Monitoring, Data Quality and Reporting | Turn field evidence into management information.
· Maintain a provincial monitoring calendar covering facility visits, mentorship follow-up, data-verification activities, report deadlines and review meetings.
· Collect, review and validate routine programme data from supported facilities, checking completeness, internal consistency, source-document alignment and unusual variances before submission.
· Work with facility teams to correct data-quality gaps and strengthen registers, reporting tools, filing systems and evidence retention.
· Prepare accurate, analytical and timely weekly and monthly progress reports that compare results against targets, explain variances, identify risks and recommend management action.
· Support preparation of quarterly and annual summaries, mentorship-visit schedules, presentation materials, success examples and other programme documentation as requested.
· Maintain an organized electronic and hard-copy filing system for plans, reports, attendance records, supervision tools, action plans, meeting minutes and approved correspondence.
· Protect patient, staff and project information, applying confidentiality and authorized information-sharing requirements at all times.
4. Clinical Quality Assurance and Supportive Supervision | Improve services through evidence-based follow-up.
· Conduct regular supportive-supervision visits using approved tools to assess service quality, protocol adherence, staff performance, documentation and patient-centred care.
· Verify compliance with Ministry of Public Health guidance, relevant national standards, HIVA technical requirements and ARDHO quality benchmarks.
· Document service-delivery gaps, analyse likely causes and agree practical corrective action plans with clear owners, deadlines and verification methods.
· Monitor completion and effectiveness of corrective actions and escalate recurring or high-risk deficiencies to technical and programme leadership.
· Conduct post-mentorship follow-up with facilities visited by clinical mentors and document whether agreed practice improvements are being applied.
· Provide clinical mentors with current information on maternal and newborn health and HII initiatives as defined in project technical guidance, and coordinate required follow-up.
5. Capacity Development and Mentorship | Build sustainable capability at facility level.
· Assess learning needs through supervision findings, data reviews, staff consultation and observed performance gaps.
· Support the design, scheduling and delivery of competency-focused training, orientation, refresher sessions and on-the-job coaching for relevant health-facility personnel.
· Provide respectful, practical and evidence-based mentorship to clinicians, nurses, midwives, community health workers and other assigned personnel within the postholder’s professional competence.
· Participate as trainer, co-facilitator or trainee in authorized provincial and central training events and complete all required training documentation.
· Promote peer learning, case review and dissemination of approved good practices across supported facilities.
· Evaluate whether training has changed knowledge, practice or service quality and recommend additional support where improvement is not sustained.
6. Medicines, Supplies and Resource Stewardship | Prevent avoidable interruption and misuse.
· Monitor the availability, condition, storage and appropriate use of essential medicines, medical supplies, equipment and project materials at supported facilities.
· Review stock records and consumption patterns, identify potential shortages, expiry risks, overstocking or unusual usage and report them through the appropriate channel.
· Support realistic forecasting and timely requests based on service trends, planned activities and verified facility needs.
· Coordinate with logistics and supply-chain colleagues regarding approved procurement, delivery, distribution and receipt of commodities.
· Verify that facility-level records support accountability and traceability and that project resources are used only for authorized purposes.
· Promptly report stock-outs, losses, damage, suspected diversion or other material control concerns.
7. Risk, Safety, Safeguarding and Compliance | Protect people, services and organizational integrity.
· Maintain a provincial risk and issue log covering operational, technical, supply, financial, access, safety, security and reputational risks.
· Monitor changing field conditions and early-warning indicators; recommend proportionate mitigation and contingency measures to protect service continuity.
· Immediately report critical incidents, serious service-quality concerns, safeguarding allegations, fraud indicators and significant security developments through approved channels.
· Comply with and promote ARDHO policies on PSEAH, child safeguarding, code of conduct, confidentiality, anti-fraud, health and safety and grievance response.
· Ensure field activities apply do-no-harm, non-discrimination, informed participation and respect for patient dignity and privacy.
· Support implementation of approved contingency plans and document lessons after disruptions or significant incidents.
