Afghanistan Development and Welfare Services Organization (ADWSO), an Afghan Non-Governmental Organization (NGO) operates in Afghanistan since 2008.  ADWSO’s priority sector areas are Child Protection, Livelihood Support, Vocational Training, Women Empowerment, Capacity Building and Rule of Law.

Job Description

Duties and Responsibilities:

1.     General Program Management

·        Focal point for the Director and Deputy Directors on project-related management and coordination

·        Coordinate all project-related matters with the Director, Deputy Directors and field office managers

·        Prepare the agenda and lead the program coordination meetings

·        Project Planning and Implementation

·        Coordinate and support proposal development teams

·        Support development of log-frames and monitoring plans in preparation for new projects

·        Support setting up new projects including the hiring of staff in collaboration with HR, arranging

·        project introduction/launching, developing log-frames and work-plans

·        Conduct periodic project review to ensure that project is on track, activities are undertaken according to the work plan and the project is moving toward achieving the objectives and goals

·        Work closely with project managers and field offices to ensure that project activities are

·        planned, implemented, monitored and reported appropriately

·        Conduct regular visits to field offices

·        Provide facilitation and coordination between the field office and other units in the main office 

2.      Monitoring

·        Oversee the development and implementation of the organization monitoring system

·        Develop a monitoring culture within the organization by introducing the system and tools, and keep mentoring staff and adjusting it to the changing needs

·        Update project tracking matrix to include contract details and reporting requirement

·        Regularly review monitoring mechanism to meet project specific needs

·        Continue the system of record keeping on project documents, workshop documentation and donor correspondence

3.      Reporting

·        Serve as a focal point to donors for project reporting purposes

·        Develop a detailed project reporting schedule

·        Coordinate with the Finance Unit to ensure that financial reports are submitted to donors according to the schedule

·        Initiate project narrative reports and coordinate with the respective Project Manager to ensure that narrative reports are submitted to donors according to schedule

·        Supervision/Capacity Building

·        Build capacity of Afghan colleagues, possibly building up a future Afghan program manager

Job Requirements

Qualification Requirements:

·        Bachelor degree in development studies, business management or related discipline or equivalent required, Master degree is highly recommended and a competitive advantage

·        At least five years of international program experience in non-governmental or comparable organizations

·        Experience in project development, reporting, monitoring and evaluation

·        Proficiency in financial management

·        Experience working in Afghanistan highly desirable and would be a competitive advantage

·        Strong communication skills, particularly in written English, and demonstrated capacity to work in a team environment

·        Advanced negotiation and problem solving skills

·        Capacity to liaise with stakeholders in the Government of Afghanistan, donor organizations, and NGOs

·        Flexible, stress resistant, able to work and live in stressed and unstable environment

·        Knowledge of one of the Afghan language is considered an asset

·        Interested in building capacity of Afghan colleagues
