The head office of the organization is in Kabul, Afghanistan and delivers humanitarian services in the sectors of WASH, Good Governance, and Livelihood through its regional offices in Mazar, Herat, Jalalabad, and central zone in a decentralized manner.

Job Descriptions:

As part of RRAA’s CRLP program, the Provincial Manager (PM) will be responsible for management of the project activities at the provincial and district levels. The provincial manager will make sure the required coordination with all stakeholders is made, ensure the program smooth and effective implementation in the province, manage and supervise the work of project staff and provide support, guidance and feedback to project staff in the province

Main Responsibilities:

  1. Planning and Implementation:
  • The PM is responsible for planning, implementing, managing, and controlling all activities under projects within the assigned province.
  • Preparation and implementation of weekly and monthly plans.
  • Manage day to day implementation of the program in close coordination with Package Manager, Lead Social Organizer, Lead Engineer and other project staff.
  • Ensure progress of activities in accordance with the plans, procedures and CRLP manuals.
  1. Coordination:
  • The PM will supervise all project activities and coordination with local authorities.
  • Coordinate the project activities with local communities, beneficiaries, NGOs
  • Ensure and coordinate the with the project team the project goal, objectives, activities and datelines
  • Attend the coordination meetings held in relevant province.
  • Coordinate the challenges and problems of the project with the project team and local authorities.
  1. Resource Management:
  • Supervise the work and performance of the project staff, and ensure they are provided with the required support, guidance and inputs to perform better.
  • Conduct probationary and annual appraisal of project staff based on the HR policy requirement.
  • Coordinating with HR for recruitment, staff management, and policy implementation.
  • Provide the required supports to female staff to enable them to perform efficiently either from home or being assigned for field visits. If required, ensure the female employees are accompanied by their Mahram with proper documentation (NIDs) to confirm their relationship.
  • Managing project finances and authorizing procurement, expenditure and payments. Controlling the budget and ensuring compliance with approved budgets.
  • Ensuring all procurements are done in accordance with procurement policy and procedures
  • Oversight the vehicle management and ensure the organization vehicles are properly managed and utilized in the project.
  • Ensure and prevent unauthorized access to the RRAA information and data
  • Ensure that the information and data back is taken to avoid data loss.
  • Ensure, information, data and records of the organization is used only the RRAA business purpose.

 

  1. Safety/Security:
  • Responsible for oversighting of the offices, assets and staff members safety and security. 
  • Ensure the staff members are following the organization Safety/Security SOPs
  • Remain in close contact and coordinate the staff field visits with SSFP in the regional office.
  • Report any safety/security incidents to the SSFP in the region and Head Office as recommended in the SOPs.
  • Ensure the project offices and vehicles are equipped with the safety tools (fire extinguishers, medical kits, alarms).
  • Ensure the staff members are provided with orientation on safety/Security SOPs
  • Conduct security assessment in coordination with SSFP when required.

 

  1. Compliance:
  • Responsible for reviewing and implementing RRAA’s staff code of conduct and other safeguarding policies such as (Safety/Security SOPs, AAP, PSEA, ESHS, HR)
  • Ensure all the project procurement are done in accordance with the organization procurement policy and procedures and donor requirements.
  • Ensure all staff under your supervision have gone through staff code of conduct and other safeguarding policies and perform in accordance with them.
  • Ensuring compliance with donor and government regulations and conducting regular assessments.
  1. Quality Management:
  • Ensuring the quality of staff and operations within the province.
  • Ensure the project progress is in compliance with the quality and requirements of the contract, donor, local laws and regulations.
  1. Networking:
  • Building and maintaining networks with provincial governments and relevant partners.
  • Share non-confidential information with relevant stakeholders
  1. Reporting:
  • Ensure all reporting requirement and datelines of the projects are met and are in compliance with donor requirements.
  • Ensure the project narrative and financial reports are submitted to Head Office and donors on due dates.
  • Ensure the quality and accuracy of the reports in terms of information, data and figurative data.
  • Ensure completeness of the report by including progress, challenges, problems, recommendations are reported.
  1. Training and Capacity building:
  • Provide orientation to the project staff and ensure they are aware of the project goal. Objectives, activities, datelines, beneficiaries etc.
  • Planning and implementing training for project staff to help them perform efficiently.
  • Ensure the training to the communities and beneficiaries are provided on due time and in compliance with the project operational manual and plan.
  • Review and ensure staff members understands the organization safeguarding and other policies such (Code of conduct, PSEA, EHSH, and Safety/Security SOPs)

Job Requirements:

  • Minimum of five years in a relevant and similar positions.
  • A Bachelor's degree in Business Administration (BBA), economy, project management, social science. A master’s degree in these field will be preferred.
  • Excellent spoken, writing and reading English language skill
  • Ability to speak in the two national languages, Dari and Pashto
  • Ability to travel frequently
  • Good computer skill
  • Good problem-solving skills
  • Report writing skills
