About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

The site Senior Engineer will lead on Prashty Intake and Canal Construction Project Additionally, he/she will lead on design and implementation of the planned interventions, and coordination of activities with relevant stakeholders.

He/she duty station will be in Urgon district of Paktika province.

He/she will work under the supervision of the senior infrastructure Engineer, and in close coordination with Provincial Coordinator.

2. Duties & Responsibilities:

  • To survey and estimate the renovation and construction tasks at project level
  • Managing TLO procurement through proper procurement committee according to the finance and logistics rules and regulations stated in operation manual.
  • Managing supply of goods and equipment to the project.
  • Controlling of physical status and quality of the materials.
  • Briefing suppliers of different goods and proper shifting and hand dispatching;
  • Supervising the performance and schedule of activities
  • Check the updated expenses record of his office vehicles.
  • Review the documentation, plans, images to gain a clear understanding of the location and physical environment of the project.
  • Develop a framework for construction based on specifications from the supplier of the Project plant.
  • Supervise contractor technical staff
    project.
  • Maintain contacts with local authorities at project level during the implementation of the project
  • Performing the projects’ close-out phase activities such as: Final and Pre-Final punch lists.
  • Proper daily supervision and monitoring of infrastructure projects according to the schedule at TLO supported areas.
  • Regular monitoring, implementing and estimation of DRR/Agricultural infrastructure activities on the project.
  • Instruct head of CDCs/Community representatives, skilled and unskilled laborers to carry out their activities in according with the design, work specifications and appropriate site management standards.
  • Safe, proper storage and control of materials, tools & fixed assets in the project site & daily control on usage of them.
  • Keeping regular record of materials and tools of the project in the site.
  • Able to handle projects problems and challenges with head of CDCs/Community representatives and school principle in a good manner.
  • Perform any other task assigned by the senior infrastructure Engineer and provincial Coordinator.

Job Requirements:

  • University education in Hydro Technic, Engineering or other relevant academic disciplines.
  • At least 5-7 years of work experience in construction projects designing & implementation in the areas of livelihood improvement and improving irrigation system.
  • Proficiency in AutoCAD, Ms Office, Outlook and other software used in engineering for Work.
  • Experienced in the use of GPS, Digital Camera, Level and Total Station Machines for Technical survey and Implementation of Engineering projects.
  • Very good English and excellent Pashto and Dari (spoken and written)
  • Computer literate (MS Word, Excel, Outlook, PowerPoint and e-mailing).
  • Excellent interpersonal skills and ability to communicate with local communities and project team.
  •  Regular trips to targeted districts and villages
