Acted Afghanistan:

Acted is working in 20 provinces in Afghanistan around the country. These provinces are affected by natural and man-made disasters. Acted provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

Job Descriptions:

Job Purpose

Under the direct supervision of the Project Manager, Project Officer, and functional management of the Senior Area Coordinator and Gender Manager in Kabul, the senior gender officer is responsible for supporting project manager in implementation of all activities under gender component specifically in WGSS. The gender senior officer will act at the regional level and is responsible for developing gender awareness materials and the physical conduction of all gender training and awareness campaigns. She will technically support the Project staff of smooth implementation of Gender related activities, and the data collection social organizers/field gender staff to generate monthly and quarterly reports on indicators set in gender component of the WGSS.

They will focus on external coordination at sub provincial and district levels, with oversight on coordination at district and village levels. The role holder will be primarily responsible for program activity on the field, program related sub area budget planning, reporting and capacity building and field staff planning, and area partner or stakeholder collaboration with assistance/validation from the Technical Coordinator, Project Advisor, Area Coordinator, Program manager, or who is primarily responsible for overall program activity implementation and monitoring.

Duties & Responsibilities:

General function and objectives of the position:

  • Assessing, planning and supporting to budgeting related programme activities, including the definition of objectives, staffing requirements and job descriptions, equipment, building and other needs. Monitoring the overall situation and adjusting strategy as necessary to achieve the objectives of the project within the area/province.
  • Assistance responsible of the planning, scheduling, monitoring and evaluation of the activities and sub activities under all components of the WGSS and working alongside with IDPs.
  • In charge of any assessment or survey relevant to the program within the area/province
  • Participate in development and design of new projects and Helping the Project Development Department with technical inputs if required.
  • Ensure that all project activities are in accordance with budgetary constraints and being implemented on schedule within the area/province.
  • Ensure the project is implemented in line with donor proposals and requirements and in accordance with country and international standards.
  • Make sure all the coordination with sectorial government authorities is well managed in provincial level, preparing quarter reports and the confirmation in provincial level.
  • Monitor and supervise activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts.
  • Integrate sound M&E procedures in all aspects of the project.
  • Responsible for the quality of project progress report/information’s wherever needed.
  • Manage accurate and timely reporting of activities according to Acted and donors’ formats.
  • Make documentation for final handover and closure of the sub projects within the area/province level.
  • Handing over/ the final completion report for each sub project and filling documents.
  • Review field /correct /participate area pre-tender process.
  • Responsible for all correspondence between stakeholders and Acted.
  • Assist the Project team/log with post-tender negotiations with Contractors and advise on cost savings from alternative methods.
  • Managing field staff agreeing work plans, indicators and reports and ensuring they are properly trained and equipped to do their tasks.
  • Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge.
  • Keep and share to line manager all the beneficiaries related records (cash payments, milestones, and physical progress) within the area/province.
  • Make sure compliance and transparency mechanism along with MEAL department.  
  • Prepare weekly reports to the Line manager with detailing progress and challenges.
  • Any other assignment as may be required by the Project Manager and Senior Area Coordinator.

Program related functional support with FLATS

  • Program side inputs to assist to develop technical documents to tender from the area.
  • Maintain and update program files to PDD or Program folder.
  • Inform line manager and coordinate with related department wherever the program facing challenges due to FLATS facilitation.
  • Review all payment completion certificates prior to handing documents over to the Finance /Compliance department wherever needed as line manager guidance.

Job Requirements:

  • At least university graduate in social science, law, literature, or any other relevant degrees
  • Fluent in required local languages in writing and speaking and enough speaking, writing and working skills in English language.
  • Well expert and qualified in developing training manuals, presentations, and technical training skills.
  • Well expert and qualified in leading team and mobilizing of human resource to well manage and lead other colleagues in other provinces.
  • Enough expert in remote communication with other colleagues in other provinces
  • Well, enough expert in remote monitoring of activities and giving instructions to smoothly implement the field activities.
  • Well expert and qualified in collecting quantitative and qualitative data and drafting weekly, monthly, quarterly and had hoc reports as per project need.
  • Enough influencing and commencing skills in groups discussions to make sure all stakeholders are well satisfied and convinced, including beneficiaries.
  • Well expert and qualified in documentation to support and backup activities implementations smoothly.
  • Well expert and qualified in GBV case management and gender-based supports to colleagues and beneficiaries.
