About Resilience Environment and Humanitarian Aid Organization (REHA):

Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy. It specializes in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. REHA adopts a balanced approach by integrating hard interventions (e.g., infrastructure development, resource management) with soft interventions (e.g., capacity building, policy advocacy) to support communities affected by climate change and humanitarian crises.

REHA’s expertise includes designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising public awareness. These efforts are complemented by physical interventions and community empowerment initiatives, all aimed at enhancing resilience against natural disasters, emergencies, and climate change impacts.

Within the State of the Environment (SoE) & Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Project, REHA aims to assess Afghanistan’s environmental conditions, analyze key challenges, and provide recommendations for evidence-based policymaking and sustainable development strategies.

 

Job Descriptions:

The National Climate Change Specialist will be a key member of the REHA State of the Environment (SoE) & Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Project.

The primary objective of this role is to contribute to the assessment and reporting on Afghanistan’s environmental conditions and climate change adaptation efforts. This includes collaborating with the international consultant to develop comprehensive assessment frameworks, conducting qualitative and quantitative data collection, and producing the National State of the Environment (SoE) Report and the Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Report. These reports will provide essential insights for evidence-based policymaking and strategic planning.

Responsibilities:

The National Climate Change Specialist will be responsible for the following:

  1. Assessment Framework Development
  • Collaborate with the international consultant to design and implement a robust assessment framework for evaluating environmental conditions and climate vulnerabilities in Afghanistan.
  • Develop key indicators and metrics to assess climate change impacts and resilience, ensuring they are tailored to local contexts.
  • Align the assessment framework with national and international climate change policies and standards.
  1. Data Collection and Analysis
  • Lead the collection, analysis, and synthesis of qualitative and quantitative data from multiple sources, including stakeholder interviews, surveys, and literature reviews.
  • Develop and implement data collection tools, including household surveys, focus group discussions (FGDs), questionnaires, consultation guidelines, and workshop methodologies.
  • Utilize GIS and other analytical tools to map climate vulnerabilities and resources, supporting the international consultant’s analysis.
  1. Data Interpretation and Visualization
  • Extract key insights from field data, identifying trends and patterns using both qualitative and quantitative methods.
  • Transform raw data into visual representations, including charts, graphs, tables, and infographics, using tools like Excel, Power BI, and GIS.
  • Develop clear and structured reports, briefings, and assessment documents that translate data into meaningful narratives for policymakers, donors, and stakeholders.
  1. Report Production
  • Contribute to the National State of the Environment (SoE) Report, ensuring comprehensive analysis of environmental conditions, degradation drivers, and human impacts.
  • Assist in developing the Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Report, integrating local insights and data interpretations.
  • Ensure reports are accessible and tailored for diverse stakeholders, including policymakers, communities, and NGOs.
  • Prepare action plans, work plans, progress reports, event reports, and presentations to support project implementation and stakeholder engagement.
  1. Stakeholder Engagement
  • Identify and engage government agencies, NGOs, and community representatives to gather input and validate findings.
  • Facilitate workshops, consultations, and stakeholder discussions to enhance participation in the assessment process.
  • Develop communication materials to disseminate key findings and recommendations to stakeholders, ensuring relevance to local contexts.
  1. Capacity Building
  • Conduct training sessions and workshops to strengthen local stakeholders’ understanding of climate change adaptation, resilience strategies, and data collection methodologies.
  • Develop training materials and resources reflecting local and international best practices.
  • Mentor and support local teams in implementing climate change initiatives and assessments, ensuring sustainability beyond the project duration.
  1. Monitoring and Evaluation (M&E)
  • Work closely with the National M&E Consultant to develop and implement monitoring and evaluation frameworks for climate change adaptation initiatives.
  • Establish a feedback mechanism to improve assessment processes and stakeholder engagement.
  • Provide regular progress updates and reports to project management and stakeholders, highlighting local insights and contributions.

Job Requirements:

Qualifications

  • Bachelor’s degree in agriculture, Natural Resource Management (NRM), Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), Environmental Science, or a related field.
  • A master’s degree is preferred.

Professional Experience

  • At least 7 years of relevant experience in the design, implementation, and monitoring of climate change adaptation projects, afforestation, water resource management, disaster risk reduction, or environmental initiatives.
  • Experience working in Afghanistan or similar contexts is highly desirable.

Skills and Competencies

  • Strong analytical skills with the ability to synthesize complex data and present findings clearly.
  • Excellent communication and interpersonal skills, particularly in stakeholder engagement and capacity building.
  • Proficiency in data analysis tools and GIS mapping.
  • Knowledge of climate change policies, environmental assessments, and resilience strategies.
  • Fluency in English; proficiency in Dari or Pashto is an asset.
