Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and sustainable development. REHA employs a holistic approach that integrates technical interventions (e.g., environmental restoration, resource management, infrastructure development) with policy and capacity-building efforts (e.g., advocacy, training, research, and community engagement) to enhance resilience against environmental and humanitarian challenges.

REHA’s expertise includes designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising public awareness. These efforts are complemented by physical interventions and community empowerment initiatives, all aimed at enhancing resilience against natural disasters, emergencies, and climate change impacts.

Within the State of the Environment (SoE) & Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Project, REHA aims to assess Afghanistan’s environmental conditions, analyze key challenges, and provide recommendations for evidence-based policymaking and sustainable development strategies

Job Descriptions:

The National Environmental Expert will be a key member of the project team, supporting the environmental assessment and analysis processes. The expert will work closely with the international consultant, national stakeholders, and REHA team to evaluate Afghanistan’s environmental conditions, resource availability, and regulatory landscape.

The primary objective of this role is to contribute to the National State of the Environment (SoE) Report by conducting environmental assessments, monitoring resource degradation, analyzing environmental policies, and developing recommendations for sustainable environmental management under the guidance of an international consultant.

Key Responsibilities

  1. Environmental Assessment & Data Collection
  • Conduct environmental assessments and resource evaluations in collaboration with the International Consultants to determine the state of natural ecosystems, land use patterns, and environmental degradation in Afghanistan.
  • Collect and analyze qualitative and quantitative environmental data from multiple sources, including government reports, scientific research, field surveys, and stakeholder consultations.
  • Identify major environmental challenges, such as land degradation, deforestation, water pollution, biodiversity loss, air quality deterioration, and waste management issues.
  • Utilize GIS tools and remote sensing to analyze land use changes, natural resource distribution, and environmental vulnerabilities.
  • Ensure data collection methodologies align with international environmental standards and best practices.
  1. Environmental Policy & Regulatory Analysis
  • Review and assess Afghanistan’s environmental policies, laws, and regulatory frameworks, identifying strengths, gaps, and opportunities for improvement.
  • Ensure alignment of assessments with national and international environmental policies, such as the Paris Agreement, UN Sustainable Development Goals (SDGs), and other multilateral environmental agreements.
  • Provide recommendations for enhancing environmental governance, institutional capacity, and regulatory enforcement.
  1. Data Analysis & Reporting
  • Analyze environmental indicators related to climate change, pollution levels, biodiversity conservation, water and air quality, and land use trends.
  • Develop data visualization materials, including charts, maps, and infographics, to present findings clearly to policymakers, donors, and stakeholders.
  • Contribute to the preparation of the National State of the Environment (SoE) Report, ensuring that findings are well-structured and evidence-based.
  • Support the development of Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Report by providing insights into environmental vulnerabilities and resource management challenges.
  • Ensure reports and policy briefs are accessible, accurate, and tailored to diverse audiences, including government agencies, NGOs, and community organizations.
  1. Stakeholder Engagement & Capacity Building
  • Engage with government institutions, NGOs, environmental experts, and community representatives to gather insights, validate findings, and foster collaboration.
  • Facilitate workshops, consultations, and focus group discussions (FGDs) with key stakeholders to discuss environmental challenges and policy recommendations.
  • Develop and deliver training sessions on environmental monitoring, assessment methodologies, and sustainable resource management for local institutions and project partners.
  1. Monitoring & Evaluation of Environmental Initiatives
  • Support the development of monitoring and evaluation (M&E) frameworks to assess the effectiveness of environmental policies, conservation efforts, and adaptation strategies.
  • Establish feedback mechanisms to continuously improve assessment processes and data validation.
  • Provide regular progress updates and reports to project management, highlighting key findings and recommendations.

 

Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in environmental science, Environmental Engineering, Natural Resource Management, or a related discipline.
  • A master’s degree or higher in a relevant field is preferred.

Professional Experience

  • Minimum 7 years of experience in environmental management, resource assessments, and environmental policy development.
  • Expertise in environmental monitoring, compliance, and regulatory frameworks, particularly in Afghanistan or similar contexts.
  • Experience in conducting environmental impact assessments (EIAs), biodiversity conservation projects, and sustainable land-use planning is an asset.

Skills & Competencies

  • Strong analytical and research skills with the ability to synthesize complex environmental data.
  • Proficiency in GIS mapping, remote sensing tools, and environmental data analysis software.
  • Knowledge of international environmental agreements, sustainability standards, and climate adaptation frameworks.
  • Excellent written and verbal communication skills in English; proficiency in Dari or Pashto is an asset.
  • Experience in stakeholder engagement, policy advocacy, and capacity-building initiatives.

Reporting & Collaboration

The National Environmental Specialist will report to the Project Manager of the REHA (SoE/CCA&CR) Assessment Project and will work closely with:

  • The REHA project team
  • The international consultant
  • National government agencies and regulatory bodies
  • International and local environmental organizations
  • Community representatives and key stakeholders.
