About Resilience Environment and Humanitarian Aid Organization (REHA):

Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy. It specializes in environmental protection, climate change, disaster risk reduction, and cross-cutting areas such as agriculture, livelihood support, and humanitarian assistance. REHA adopts a balanced approach by integrating hard interventions (e.g., infrastructure development, resource management) with soft interventions (e.g., capacity building, policy advocacy) to support communities affected by climate change and humanitarian crises.

REHA’s expertise includes designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising public awareness. These efforts are complemented by physical interventions and community empowerment initiatives, all aimed at enhancing resilience against natural disasters, emergencies, and climate change impacts.

Within the State of the Environment (SoE) & Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Project, REHA aims to assess Afghanistan’s environmental conditions, analyze key challenges, and provide recommendations for evidence-based policymaking and sustainable development strategies.

Job Descriptions:

The GIS & Remote Sensing Expert will play a crucial role in spatial data analysis, remote sensing, and geospatial mapping to support environmental and climate change assessments. The specialist will be responsible for processing satellite imagery, conducting geospatial analysis, and generating climate vulnerability maps to inform environmental decision-making.

This role requires expertise in GIS software, remote sensing techniques, and data visualization, ensuring that spatial data effectively contributes to policy recommendations and climate adaptation strategies. The GIS & Remote Sensing Expert will collaborate closely with the international consultant, M&E Specialist, and environmental experts to integrate geospatial insights into project reports.

Key Responsibilities

  1. GIS & Remote Sensing Data Collection and Processing
  • Acquire, process, and analyze remote sensing data from satellite imagery, aerial surveys, and other geospatial sources.
  • Utilize GIS tools (ArcGIS, QGIS, Google Earth Engine, or similar platforms) to map environmental and climate-related trends.
  • Process multispectral and hyperspectral satellite imagery to detect land cover changes, deforestation, desertification, and water resource variations.
  • Implement spatial modeling techniques to assess climate vulnerabilities, disaster risks, and environmental degradation.
  1. Spatial Analysis & Climate Vulnerability Mapping
  • Conduct spatial analysis to identify high-risk zones for climate change impacts, natural disasters, and environmental degradation.
  • Develop thematic maps and geospatial models that illustrate climate change trends, land use changes, and ecosystem vulnerabilities.
  • Generate GIS-based environmental impact assessments to support evidence-based policymaking.
  • Apply machine learning and AI-based remote sensing techniques to improve environmental monitoring and forecasting.
  1. Data Integration & Visualization
  • Develop interactive GIS dashboards and web maps to visualize key environmental indicators.
  • Integrate GIS layers with socio-economic, hydrological, and meteorological datasets for comprehensive assessments.
  • Prepare high-quality maps, infographics, and spatial reports for use in policy briefs, presentations, and publications.
  • Ensure that geospatial data is accessible, standardized, and compatible with national and international environmental databases.
  1. Stakeholder Engagement & Capacity Building
  • Collaborate with government agencies, NGOs, and research institutions to strengthen geospatial analysis for environmental governance.
  • Conduct training sessions and workshops for project staff and stakeholders on GIS and remote sensing applications.
  • Support the development of geospatial data-sharing mechanisms to enhance coordination among stakeholders.
  1. Contribution to Environmental Assessments & Reporting
  • Provide technical inputs for the National State of the Environment (SoE) Report, ensuring integration of geospatial analysis.
  • Support the development of the Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Report with geospatial insights.
  • Prepare technical reports on spatial analysis findings, highlighting trends, risks, and adaptation opportunities.

Job Requirements:

Qualifications & Experience

  • Bachelor’s or Master’s degree in GIS, Remote Sensing, Geosciences, Geology, Geography, Environmental Science, or a related field.

Professional Experience

  • Minimum 5 years of experience in spatial analysis, remote sensing, and GIS for environmental monitoring and climate change assessments.
  • Proven expertise in mapping climate vulnerabilities, land use changes, disaster risks, and environmental trends.
  • Experience working with satellite imagery, UAV (drone) data, LiDAR, and other remote sensing technologies.
  • Familiarity with geospatial climate models, hazard mapping techniques, and climate risk assessments.

Skills & Competencies

  • Proficiency in GIS and Remote Sensing tools, including ArcGIS, QGIS, ENVI, Google Earth Engine, or similar software.
  • Strong knowledge of spatial data analysis, hydrological modeling, and ecosystem mapping.
  • Experience with geostatistcal analysis, machine learning techniques for remote sensing, and cloud computing platforms for spatial data processing.
  • Strong analytical, problem-solving, and data visualization skills.
  • Excellent communication and report writing skills, with the ability to translate complex spatial data into actionable insights.
  • Fluency in English; proficiency in Dari or Pashto is an asset.
