Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and sustainable development. REHA employs a holistic approach that integrates technical interventions (e.g., environmental restoration, resource management, infrastructure development) with policy and capacity-building efforts (e.g., advocacy, training, research, and community engagement) to enhance resilience against environmental and humanitarian challenges.

REHA’s expertise includes designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising public awareness. These efforts are complemented by physical interventions and community empowerment initiatives, all aimed at enhancing resilience against natural disasters, emergencies, and climate change impacts.

Within the State of the Environment (SoE) & Climate Change Adaptation and Climate Resilience (CCA&CR) Assessment Project, REHA aims to assess Afghanistan’s environmental conditions, analyze key challenges, and provide recommendations for evidence-based policymaking and sustainable development strategies.

Job Descriptions:

The Monitoring and Evaluation (M&E) Specialist will play a critical role in designing, implementing, and overseeing the monitoring and evaluation framework for the project. The specialist will ensure that project activities, environmental assessments, and climate adaptation initiatives are effectively monitored, measured, and evaluated based on key performance indicators.

This role involves developing data collection tools, tracking project progress, assessing the effectiveness of interventions, and ensuring data-driven decision-making. The M&E Specialist will work closely with the international consultant, national stakeholders, and REHA team to integrate best practices in monitoring, learning, and evaluation.

Key Responsibilities

  1. Development of M&E Frameworks & Tools
  • Design and implement a comprehensive Monitoring and Evaluation (M&E) framework aligned with project objectives.
  • Develop key performance indicators (KPIs) to assess the effectiveness of environmental assessments, climate adaptation strategies, and policy recommendations.
  • Create data collection tools, including household surveys, focus group discussion (FGD) guidelines, impact assessment tools, and evaluation checklists.
  • Ensure that M&E methodologies incorporate local knowledge, indigenous practices, and gender-sensitive approaches.
  • Align M&E frameworks with international best practices, such as UN Sustainable Development Goals (SDGs), climate resilience indicators, and environmental impact assessment standards.
  1. Data Collection, Analysis, and Reporting
  • Lead quantitative and qualitative data collection through field assessments, stakeholder interviews, surveys, and literature reviews.
  • Apply GIS mapping, statistical tools (Excel, SPSS, Power BI), and remote sensing technologies to track changes in natural resource management, afforestation, and water conservation efforts.
  • Analyze project data to assess impact, effectiveness, and efficiency of interventions.
  • Develop data visualization tools, dashboards, charts, and infographics to communicate key findings clearly.
  • Ensure timely progress reports, mid-term and final evaluation reports, impact assessments, and policy briefs are produced and disseminated.
  1. Performance Monitoring & Impact Assessment
  • Track project performance against defined indicators and benchmarks, ensuring results align with project goals.
  • Conduct mid-term reviews and final evaluations to assess environmental impact, adaptation success, and community resilience outcomes.
  • Identify challenges, risks, and lessons learned, providing recommendations for adaptive management.
  • Ensure that M&E insights contribute to evidence-based policymaking at national and international levels.
  1. Stakeholder Engagement & Capacity Building
  • Work closely with government agencies, NGOs, and community representatives to ensure participatory M&E approaches.
  • Conduct trainings and workshops to build the capacity of local institutions, project staff, and community members in M&E methodologies.
  • Develop and implement a feedback mechanism to capture local insights and improve project outcomes.
  1. Learning, Knowledge Management & Continuous Improvement
  • Establish learning mechanisms to document best practices, success stories, challenges, and innovations.
  • Support the integration of knowledge-sharing platforms to facilitate peer learning and collaboration among stakeholders.
  • Promote adaptive management, ensuring that lessons learned are used to inform future climate adaptation and resilience strategies.

Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Monitoring and Evaluation (M&E), Research, Economics, Agriculture, Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), Water Resource Management, or a related field.
  • A Master’s degree or higher in a relevant discipline is preferred.

Professional Experience

  • Minimum 5 years of experience in monitoring and evaluation of community-level projects, particularly in natural resource management, afforestation, and water resource management.
  • Strong familiarity with local contexts, indigenous environmental practices, and community resilience approaches.
  • Experience working on environmental monitoring, impact assessments, and adaptation evaluations.

Skills & Competencies

  • Strong analytical skills with experience in data collection, statistical analysis, and impact evaluation methodologies.
  • Proficiency in M&E tools and software, such as SPSS, Power BI, GIS mapping, Kobo Toolbox, or similar platforms.
  • Knowledge of environmental policies, sustainability frameworks, and climate adaptation strategies.
  • Strong report writing and presentation skills, with the ability to translate complex data into actionable insights.
  • Excellent communication and stakeholder engagement skills.
  • Fluency in English; proficiency in Dari or Pashto is an asset.
