Women and Children Charity Support Organization WCCSO” is a non for profit, non-political, non-sectarian and non-governmental organization registered with Ministry of Economy (MoE) at 7/10/2018 according to the final decision no. 4491 and is entitled to work in Afghanistan as an NGO. WCCSO is mandated to work for Social Services, Education, Food Security, Health Awareness and Agriculture. WCCSO established by a group of committed, dedicated and professional volunteers to offer result-oriented services to rural, urban slums and urban areas of Afghanistan. WCCSO’s services will be delivered through utilization of easy adaptable, well-received and participatory community empowerment strategies, as per the key principles of result-based management (RBM) approaches, and in line with Afghanistan national development priorities and national strategic plans.
Position Overview:
The Team Leader is responsible for leading and supervising the implementation of food assistance project activities at the field level. Under the direct supervision of the Project Manager, the Team Leader ensures smooth execution of distributions, supervises field staff, coordinates with local stakeholders, and ensures compliance with donor standards and organizational protocols in both in-kind food distribution and cash-based interventions.
Key Responsibilities:
1. Field Implementation Management
• Lead the planning and coordination of day-to-day field operations, including distribution schedules and site preparations.
• Supervise and guide field teams (targeting and distributors, SCOPE, helpdesk, etc.) in the effective delivery of food assistance.
• Ensure all activities adhere to donor Standard Operating Procedures (SOPs) and protection principles.
2. In-Kind Food Distribution
• Oversee the physical distribution of food assistance at FDPs.
• Ensure beneficiary verification and entitlement delivery are conducted fairly and transparently.
• Monitor food handling and storage practices to meet safety and quality standards.
3. Cash-Based Transfer (CBT) Activities
• Facilitate and supervise cash distributions where applicable, under the guidance of the Project Manager.
• Support logistical and operational arrangements with financial service providers (FSPs).
• Ensure accurate beneficiary data is used and timely reporting is done post-distribution.
4. Staff Supervision and Team Coordination
• Assign tasks, supervise daily attendance, and ensure accountability of all field staff.
Provide technical support and on-the-job coaching to field teams to improve performance.
• Foster a respectful and collaborative team environment.
5. Coordination and Community Engagement
• Communicate with community leaders, elders, CFACs, and local authorities to ensure community buy-in and resolve issues.
• Coordinate with logistics and M&E teams to ensure distribution preparedness and monitoring coverage.
• Promote awareness of entitlements and accountability mechanisms (CFM).
6. Monitoring and Reporting
• Collect and submit timely and accurate distribution reports (daily and weekly).
• Identify and promptly report issues affecting the quality or fairness of assistance delivery to the Project Manager.
• Work closely with the M&E team to ensure that data collection and documentation are properly completed.
7. Risk Mitigation and Protection
• Ensure that distributions are inclusive, safe, and accessible to women, children, persons with disabilities, and vulnerable groups.
• Uphold humanitarian principles and ensure that distributions follow Do-No-Harm and gender-sensitive approaches.
