Purpose of the Position

The Project Coordinator will be responsible for the overall coordination, management, and quality assurance of the project at national level. The incumbent will lead the planning, implementation, monitoring, and reporting of project activities in close collaboration with the WADAN HQ team. The position requires strong leadership, technical expertise in livelihood and reintegration programming, and strong coordination with multiple stakeholders. Experience or skills related to substance use disorder treatment and occupational therapy will be considered an added advantage.

Key Responsibilities

A. Project Management and Implementation

• Lead the planning and execution of all project activities in the province in alignment with approved work plans, budgets, and performance indicators.
• Ensure effective implementation of key activities, including vocational skills needs assessment, candidate selection, vocational training, on-training assessment of graduate’s performance, provision of graduation kits, post-training follow-up, and job placement.
• Monitor project progress, identify implementation challenges, and recommend timely corrective actions.
• Ensure compliance with WADAN and donor policies, procedures, and reporting standards.
• Facilitate coordination among project staff to maintain a high level of operational efficiency and accountability.

B. Coordination and Stakeholder Engagement

• Serve as the primary focal point for coordination with donor, Drug Treatment Centers (DTCs), local authorities, and private sector actors in the province.
• Strengthen collaboration with provincial departments such as Labor and Social Affairs, Public Health, and Counter Narcotics.
• Facilitate partnerships with industrial parks, business associations, and vocational institutions to support training and job placement opportunities.
• Represent WADAN in provincial coordination forums, cluster meetings, and inter-agency networks related to reintegration and livelihood programming.

C. Team Leadership and Capacity Development

• Supervise and guide the provincial project team, including Reintegration Officers, Vocational Trainers and other staff.
• Conduct regular team meetings and planning sessions to ensure coordinated implementation.
• Identify staff capacity gaps and facilitate on-the-job coaching and training opportunities.
• Ensure adherence to WADAN’s Code of Conduct, safeguarding, and PSEA policies among all provincial staff.

D. Monitoring, Evaluation, and Reporting

• Support the MEAL Staff in conducting baseline assessments, progress monitoring, and end-line evaluations.
• Track key performance indicators (KPIs) related to training completion, job placement, and relapse prevention.
• Ensure accurate documentation of project beneficiaries, training sessions, and follow-up visits.
• Prepare and submit monthly, quarterly, and final progress reports with detailed analysis and recommendations.
• Support learning and adaptive management by documenting success stories, challenges, and best practices.

E. Community Engagement and Sensitization

• Coordinate with community leaders, employers, and civil society organizations to promote acceptance and reduce stigma against recovering individuals.
• Facilitate employer sensitization workshops and public awareness campaigns promoting inclusive employment and recovery support.
• Encourage community-based reintegration through advocacy, outreach, and mentorship initiatives.

F. Safeguarding and PSEA Compliance

• Promote a safe and respectful working environment by upholding WADAN’s zero-tolerance policy for sexual exploitation, abuse, and harassment.
• Ensure that all project staff and beneficiaries are aware of safeguarding policies and reporting mechanisms.
• Maintain strict confidentiality and professional ethics in dealing with recovering clients and community members.

G. Sustainability and Exit Planning

• Facilitate long-term linkages between trained beneficiaries and local businesses, industrial parks, and market systems.
• Support the establishment of home-based livelihood models, halfway houses, and apprenticeship schemes.
• Encourage entrepreneurship and self-reliance through mentorship, post-training coaching, and business linkage activities.

4. Expected Deliverables

• Approved provincial work plan and implementation timeline.
• Monthly, quarterly, and final narrative and financial reports.
• Updated beneficiary and training database.
• Documentation of stakeholder meetings, coordination activities, and community outreach sessions.
• Success stories, case studies, and lessons learned from the province.
• End-of-project completion report highlighting key achievements, challenges, and sustainability actions.

Education:

• Bachelor’s degree in Social Sciences, Development Studies, Economics, Education, or related field (Master’s preferred).

Experience:

• Minimum 5 years of experience in project management or coordination in livelihood, vocational training, social support programs or reintegration programs.
• Proven experience working with UN agencies, NGOs, and government institutions in Afghanistan.
• Solid understanding of substance use disorder treatment, recovery and psychosocial reintegration frameworks.
• Demonstrated experience managing provincial teams and coordinating multi-sectoral interventions.

• Excellent written and verbal communication in English, Dari, and Pashto.

 Duty Travel

Frequent travel within the target provinces for coordination, training, and reporting purposes will be required.
