About Afghanistan Rehabilitation and Women Education Organization:

In 2003, a group of thoughtful and committed citizens came together to help and provide support to hundreds of men, women and children who had been effected by war in Eastern Afghanistan. The result was the establishment of Afghanistan Rehabilitation and Women Education (ARWEO). From day one, bound by integrity, perseverance, diversity and inclusion, ARWEO’s mission was to rebuild Afghanistan and heal the wounds of people, provide shelter to and help men, women and persons with disabilities affected by war to get them back on their feet to support themselves, their families and the reconstruction process. 

Today, after 20 years we still stand firm to the core values practiced on day one by the founders of ARWEO to ensure that Afghanistan achieves peace and prosperity and that every Afghan man, woman and child have access to basic needs in life. Since 2003, ARWEO has grown-up both in size and expertise. During the years 2005 to 2014, we significantly expanded our coverage and services to cover all 34 provinces of Afghanistan to offer services in even remote areas of Afghanistan which are deprived and left isolated. Job Descriptions:

Job Summary:

As an M&E Officer, he/she will play a crucial role in ensuring the accountability, learning, and continuous improvement of the Cash for Food Assistance and Education Project in Kunduz and Baghlan Provinces. His/her work will be instrumental in measuring the project's impact, identifying areas for improvement, and informing future programming decisions.

Job Description:

  • Develop a comprehensive monitoring and evaluation framework for the project, including key performance indicators, data collection tools, and reporting mechanisms.
  • Conduct regular field visits to project sites in Kunduz and Baghlan Provinces to monitor project activities and outputs.
  • Collect and analyze quantitative and qualitative data on project indicators, such as the number of beneficiaries reached, food assistance distributed, school enrollment rates, rehabilitation work progress and student attendance.
  • Ensure data quality through rigorous verification and validation processes.
  • Document and report on any deviations from the project plan, as well as challenges and best practices.
  • Design and implement baseline, mid-term, and final evaluations to assess the project's effectiveness, efficiency, relevance, and impact.
  • Conduct Post Distribution Monitoring (PDM) and develop report.
  • Collaborate with the project team to develop appropriate evaluation methodologies, such as surveys, focus group discussions, and key informant interviews.
  • Analyze evaluation data and prepare comprehensive reports that highlight key findings, lessons learned, and recommendations for future programming.
  • Disseminate evaluation results to project stakeholders, including donors, government counterparts, and community representatives.
  • Encourage the use of data-driven decision-making and the incorporation of M&E findings into project implementation and planning.
  • Establish and maintain a robust M&E information management system to effectively store, analyze, and retrieve project data.
  • Facilitate the systematic documentation and sharing of lessons learned, best practices, and success stories from the project.
  • Liaise with the project management team, field staff, and local partners to ensure effective integration of M&E activities into the overall project implementation.
  • Participate in regular coordination meetings to discuss project progress, challenges, and potential adjustments to the M&E framework.
  • Any other task assigned by Project Manager or line Supervisor

Job Requirements:

  • University degree in relevant field.
  • Three years prior experience of monitoring and Evaluation, survey implementation.
  • Excellent analytical ability.
  • Familiarity With Evaluation methodology Preferred.
  • Experience  of report Writing, Data Management ,analytical skills
  • Fluency in written and oral communication skills (English and local language)
