Job Descriptions:

  1. Summary of Key Functions
  • Ensure MEL system is in place at the program level and all projects MEL system are responsive of the of the program and donor MEL requirements;
  • Supervise the work of MEL Officers for the specific program;
  • Ensure the program and project MEL requirements are timely addressed;
  • Visit the programming areas to monitor and review the implementation and utilization of MEL tools at all levels and ensure quality of programming at the field;
  • Design MEL system at the program level to capture required qualitative and quantitative results for reflection and learning; 
  • Co-lead the researches at the program level;
  • Collect and report results at the program level;
  • Coordination of program MEL with program stakeholders; and  
  • Assist in design of new initiatives by provision of required MEL supports.
  1. Key relations           
  • Ensures coordination of program MEL activities with the CARE senior management, head of programs, Project Managers, Program Quality Unit, Field Operation Coordinator (FoC), Provincial Manager(s) and other relevant bodies
  • S/he is external responsible to extend coordination with partners, communities, NGOs and government relevant sectors.

  1. Key Results Expected

Monitoring Evaluation and Learning (MEL):

The MEL Supervisor ensure proper MEL system is in place for the assigned program to achieve the following results:

  • The system is responsive to CARE and donor requirements and the program stakeholders  
  • The system captures qualitative and quantitative data
  • Results of the program is well reflected in all communication types (in particular reports, stakeholder meetings, and publications)
  • MEL system is able to propose changes for improvement in program implementation
  • Co-lead implementation of research at the program level

Data Management and reporting:

The MEL Supervisor is responsible for data management and reporting of the assigned program to achieve the following results;

  • Sound data collection tools is in place that can capture ad provide accurate and timely information on program results
  • Ensure the standard documentation at the program level
  • Analytical reports timely prepared to assist in decision making at program and country office at the whole
  • Data on results of the project(s) collected regularly and feed in program data management system
  • The program results are well reflected in publications and reports

Field Monitoring:

The MEL Supervisor is responsible to conduct frequent visits from program operation in the field to ensure;

  • Ensure program MEL requirements are will addressed by the projects in the field
  • Head of Program and concerned bodies are informed of critical issues that affect program implementation
  • Ensure proper MEL system applied in the field that is responsive to the program requirements

Teamwork and coordination:

  • MEL issues of the program coordinated with CARE concerned functions
  • Strengths and weaknesses in existing MEL system identified and modified with coordination and support from MEL Manager and MEL Officers of the specific program
  • Capacity of the program MEL staff at the main office and field developed on monitoring, evaluation and learning, data management and reporting  

Teamwork and cooperation exist within MEL unit and with other functions

Job Requirements:

Core Competencies:

  • Data base development concepts, Data management concepts, M&E concepts, Project design, M&E system set-up and operationalization, Qualitative techniques for monitoring, Quantitative techniques for data collection, Data analysis, Reporting and digital data collection and Kobo.

Education: 

  • Bachelor Degree in relevant fields (preferably in social science, economics, statistics, business administration, computer science…etc.)

Work Experience:

  • Minimum 5 years work experience in MEL, Data Management, MIS or other relevant fields. 

Languages Skills:

  • Fluency in spoken and written English, Dari and Pashtu.
