Job Descriptions:

POSITION OBJECTIVE
The Design and Inspection Engineer will be responsible for the overall coordination with PIU/MRRD related tasks of the WERP project and will work closely with regional offices to ensure that the required methods, procedures, and manuals are followed as per WERP project standards. The Design and Inspection Engineer will be responsible for ensuring the integrity, reliability and systems through comprehensive inspections and assessments, under the direct supervision of the WERP National Project Manager and will be responsible for the following tasks.

JOB DUTIES AND RESPONSIBILITIES
•    Provide technical assistance to the regional team and conduct regular inspections of equipment, project materials, structures, and systems to identify any defects or irregularities.
•    Ensure that the regional team is well versed in the procedural manual, followed and implemented strictly by the contractors to maintain the desired quality, and utilize a variety of inspection techniques, tools, and equipment to thoroughly assess the project implementation.
•    Assist in coordination with AKF and PIU engineering teams and circulate accordingly to the regional team for the effective implementation of the projects with desired quality. Analyze inspection data and reports to determine the root cause of issues and recommend appropriate corrective actions.
•    Develop and implement inspection procedures and protocols to ensure compliance with World Bank and AKF-AFG standards and regulations.
•    Assessing and proposing/recommending solutions/rectifications on all works-related problems to regional engineering teams and collaborating with engineering teams to assess the performance of work progress and recommend improvements or modifications as needed.
•    Provide necessary feedback and support for the desired quality of Engineering activities and prepare detailed inspection reports outlining findings and recommendations.
•    Assist in preparing required inspection capacity-building courses in consultation with PIU and, if necessary, provide the training to the regional engineering teams to ensure they are familiar with how to implement inspection procedures.
•    To coordinate the sub-project No Objection Certificate (NOC) process.
•    Assist AKF(Afg) WERP teams on design and inspection procedures-related issues. 
•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.  
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

Job Requirements:

JOB SPECIFICATION
•    University degree in civil engineering or a related field. Master's degree on water related degree will be preferred.
•    Proven experience of at least 5 years in quality control/inspection of rural infrastructure projects. Experience in rural water and sanitation development and community driven projects implementation will be preferred.
•    Knowledge and ability to apply computer applications to include MS Word, Excel, PowerPoint, and Outlook.
•    Familiarity with rural water and sanitation, inspection procedures, standards, and regulations.
•    Fluency in English, and local languages.
•    Ability to work independently and manage multiple tasks simultaneously.

REQUIRED CORE COMPETENCIES
•    Excellent analytical, problem-solving, and decision-making skills.
•    Strong communication and interpersonal skills to effectively collaborate with stakeholders and team members.
•    Relevant knowledge of productivity norms, construction material, equipment and labor market are essential.
•    Familiarity with communities will be required.
