In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Objective: The Project Site Supervision Management Senior Specialist will be based at the MEW. He would provide technical support to the MEW in implementing and directing energy projects and coordinate with the relevant organizations and directorates.

Depending on the nature and configuration of the project, the Project Site Supervision Management Senior Specialist might be executing technical studies, reviews, and supervision of one or several physical infrastructure assets, in one or multiple sites.

Project Site Supervision Management Senior Specialist is expected to manage the implementation of energy projects that include local stakeholder management, site risk management, related resource management, and quality management perspectives.

This position will report technically on day-to-day activities to the Directorate of Quality Control to Implementation Energy developing Project.

Duties and Responsibilities:

• Interact regularly with the Project Management unit and, the projects team for the work unit.
• Develop appropriate project quality management strategies for implementing requirements across a broad range of tasks and initiatives
• Facilitate and lead the creation of project supervision task, work breakdowns, task prioritization, and integration plans with   and directorate management team.
• Research and recommend Project Site Supervision Management  policies, principles, and practices
• Institute and develop effective project specific processes and procedures
• Coordinate, resolve, or assist in resolution of conflicts and other issues within and between project teams and stakeholders to recommend/provide solutions.
• Prepare reports and other associated projects documentations.
• May serve as liaison with other work units, programs and various other organizations/groups to disseminate appropriate information
• Evaluate schedule and cost constraints and operational and performance specifications for the selection of project materials and components
• Plan, schedule, perform and/or review inspections and tests of parts and equipment as required for project operations and completion
• Identify, assess, and plan efforts to address project faults and affect accepted adjustments.
• Facilitate and enable collaborations between project engineers and technical teams to gather, process, and/or archive test data in the laboratory or in the field
• Recommend, plan, and schedule operational training to prepare for and execute project tasks.
• Provide input and participate in the unit strategy implementation planning process and decisions for the work unit.
• May perform the duties of an Engineering Technical Support Specialist and/or Engineering Systems Support Expert and besides them he should Perform all duties assigned by the directorate.
• Provide quality control for management outputs (project documents, reports, etc.)
• Establish and develop the environmental and social plans (ESP) and Grievance Redress Mechanism (GRM) and monitor and track their implementation.

Education, experience and needed skills:

Minimum requirements for this position are defined below

1. Education:

Bachelor’s Degree or higher in Electrical, power, Mechanical, Civil, and energy engineering or other related engineering fields

2. Experience: (Type, period, and date of the experience)

• Seven years of relevant experience in the implementation of power Infrastructure projects.

3. Other skills (Short-term courses, on job training etc.):

• Full knowledge of position related Engineering Management; capable of speaking one of the national languages (either Pashto or Dari) and fluent English language ability; reporting, administration, management, assessment and communication skills, and the ability to use Project Site Supervision Management  and scheduling related software;
