About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Descriptions:

Job Purpose:

Under the responsibility of the Operation Manager, the Area Manager works in close collaboration with Operations, Support Services, and the Technical Unit to contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Kabul. He/she ensures optimal quality and impact of the projects implemented in his/her area in Kabul through a delegation system with appropriate oversight/control mechanisms. He/she shares with HI base Project Managers the responsibility of sound management and the successful functioning of the global organization. The Area Manager is expected to consolidate, deepen, and extend the HI position in Nimroz.

 

The Duties and responsibilities may include but not limited to: 

Main responsibilities

  • The Area Manager is responsible for developing and implementing the projects as part of the Programme's operational strategy.
  • Under the guidance of the Country Director and Operations Manager, he/she deploys all adequate tools that will allow project monitoring in the base, project financial control, and compliance with HI policies and frameworks (in particular, the HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors.
  • He/she contributes to monitoring and analyzing context developments in his/her geographical area in order to identify operational risks and opportunities and proposes actions to the Country Director/Operation Manager.
  • He/she contributes to organizational transformation in line with Lean, Shared Services, and ROOTS projects from the base level.
  • Raise the quality of projects through stronger technical support and monitoring processes.
  • Contribute to the development of new projects while ensuring linkages with existing projects to build a comprehensive operational strategy in Kabul Province.
  • Ensure effective coordination between different project management and linkage with other departments.
  • Build the capacity and empower national program staff in managing the project cycle.
  • Line manage program staff at a base level under the jurisdiction of Kabul management.

 

Area/ Base Management

1. Management

1.1: Be the manager (direct report) of the Project managers’ team at the base level in Kabul

  • Foster a team spirit and team functioning, guaranteeing synergies and exchange of good practices between the Project managers, the country Project Managers, Country Technical Managers, and head office colleagues.
  • Size and plan human resources need of the projects at the base.
  • Recruit and contribute to the professional development, autonomy, and well-being at work of the base project managers: in link with the corresponding professional channels, set formalized individual objectives, ensure coherence between HI’s needs and competencies and the motivation of his/her teams, develop and monitor a competence development plan, evaluate individual performance, and contribute to career evolution.
  • Acknowledge individual and collective efforts and performance at base level.
  • Embody and transmit HI values at the base level, ensure compliance with the code of conduct and institutional policies, ensure the expected mindset and individual and collective behaviours, and disciplinary measures when necessary.
  • Animate the daily working interactions between project managers and support teams (technical and shared services, functional link), in order to facilitate project implementation at the base level. Ensure regular project reviews with project managers at the base level.

 

1.2: Participate in Programme and Coordination meetings at the base level and at the main office level as may be required. 

  • Organize and facilitate regular coordination meetings between his/her direct team of project managers and the support services such as HR, MEAL, logistics, finance, and technical located in the area when necessary.
  • Ensure that the project manager and the support teams (shared and technical services, in particular) work well together to facilitate project implementation; conduct regular project reviews with the project managers and relevant departments at a base level before participating in central-level project/program review meetings.
  • The coordination is to ensure the coherence and liaison between the different project activities and the contracting obligations of the funding partners, oversee and finalise reporting, and provide the necessary representation between the projects and regional authorities and with other partners at the base level.

 

1.3: Contribute to the development of new projects

  • Identify with the project teams, the community leaders, and relevant stakeholders, the needs of the local population especially in terms of Livelihood, Psychosocial Support, Physical Rehabilitation, and other sectors in which HI could have added value and respond quickly
  • Undertake /contribute to the design and drafting of projects and fundraising based on the decisions taken by the Authority regarding the opportunities. Provide all the required information to develop the project and take necessary action at the base level suggested by the project development team. 

 

1.4: Ensure smooth and effective coordination with the main office in Kabul, focusing on result- and quality-based communication.

  • Ensure coordination and functional links between project managers in Kabul and national project team management and the technical unit in Kabul
  • Provide support to staff where needed to comply with requirements in terms of quality planning, timely reporting, and effective communication.
  • Ensure communication and reporting channels and mechanisms are respected.
  • Actively participate in Senior Management meetings, document the action points agreed upon in the meeting, and coordinate with the concerned department to implement them strictly at the base level.
  • Ensure sound management and monitoring of projects at the base level. Ensure compliance with project donors’ rules and regulations, including visibility.
  • Considering both operational opportunities and risks in mind, contribute to the monitoring and analysis made by the Country Director, and propose mitigation measures when relevant
    1. Ensure the sound management and monitoring of projects under his/her responsibility
  • In conjunction with the [Technical Unit and the MEAL Unit, ensure that HI quality standards (including technical standards) are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations, and audits.
  • Ensure compliance with project donors’ rules and adherence to contractual commitments by all departments at the base level: consolidate, oversee, and report to his/her line manager operational and organizational information in his/her area (dashboards, corrective action, use of own funds, beneficiary data, etc.).
  • Concerning the concerned departments, deploy all appropriate tools to enable project monitoring (operational, financial, logistics, human resources, and technical monitoring) respecting HI and donors’ financial framework and in compliance with HI’s policies and frameworks.
  • Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the program signature delegation table
  • Facilitate audits (operational, financial, and organizational), and ensure that their recommendations are implemented in their area of responsibility.
  • Ensure that the project expenditure is on track and matched with time elapsed as per the plan.

 

    1. Reporting:
  • Ensure that the retro-plan for progress narrative and financial reporting will developed and shared with all relevant departments on time.
  • Make sure that the project progress and financial reports are created and shared with the donor in a timely manner. To ensure the quality and accuracy of data/information in the report, make sure that the report is created in coordination with MEAL and the Technical Unit, including other relevant units as well. 

 

2. Influence

2.1: Develop external influence of HI and the external representation of the organization at the base level 

  • Represent HI vis-à-vis local, political, military and diplomatic authorities and bodies.
  • Take on the messages of HI global advocacy to all relevant external parties at the base level.
  • Develop local partnerships, in link with the Country Director

Job Requirements:

Knowledge required

  1. University degree in relevant field.
  2. Minimum of 3 years’ experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred.
  3. Willingness and ability to travel to high-risk areas, as needed.  Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, they must be flexible, willing to perform other duties, and work irregular hours.
