Job Descriptions:

Position Summary
The Project Manager is accountable for the comprehensive management of HHWO’s project, ensuring alignment with the project's context as defined by the Project Charter. The role involves overseeing all aspects of project implementation, coordination with stakeholders, staff management, monitoring and evaluation, reporting, and contributing to knowledge sharing and policy-making initiatives.

 

Key Responsibilities

Project Management:

  • Overall Project Management: Lead and oversee the management of HHWO’s UNDP project, ensuring adherence to project objectives, timelines, and budgetary constraints.
  • Annual Work Plans and Budgets: Contribute to the preparation and submission of Annual Work Plans and Budgets, Financial Reports, and periodic implementation progress reports required by donors.
  • Performance Measurement: Monitor and document project performance against work plans, budgets, logical frameworks, and other project documents on a monthly, quarterly, and annual basis.

Project Coordination/Communication:

  • Stakeholder Coordination: Coordinate project activities with relevant stakeholders, including community representatives, government officials, NGOs, civil society, UN agencies, and other key actors.
  • Communication: Ensure clear and effective communication with all stakeholders, fostering transparency and accountability throughout project implementation.

Staff Management and Capacity Building:

  • Team Supervision: Manage and supervise the project team in HHWO's Kabul office and field locations, ensuring cohesive teamwork and accountability.
  • Capacity Building: Provide training and mentorship to project staff on project management and implementation procedures, based on operational manuals and donor guidelines.

Project Monitoring and Evaluation:

  • Monitoring Activities: Conduct joint monitoring visits with stakeholders and provide logistical and technical support to external consultants and visitors involved in project monitoring.
  • Monitoring Systems: Maintain and oversee project-level monitoring systems, tools, and approaches to ensure alignment with donor policies and best practices.

Project Reporting:

  • Report Review and Submission: Review and ensure the accuracy and consistency of project reports (quarterly, annual, final, ad-hoc) with donor agreements and standards before submission.
  • Donor Relations: Manage reporting workflows and ensure timely submission of reports to donors, maintaining positive donor relations.

Knowledge Sharing and Contribution to Policy Making:

  • Document Management: Ensure all program documents are complete, up-to-date, and properly stored for easy access and retrieval.
  • Research and Analysis: Facilitate research, analysis, and assessments on development, humanitarian, and poverty reduction issues relevant to the project.
  • Best Practices and Lessons Learned: Identify and document best practices and lessons learned from project implementation, contributing insights for future programming or revision of current interventions.
  • Knowledge Networks: Engage in knowledge networks and communities of practice to share project outcomes and contribute to sector-wide learning.

Job Requirements:

Education:

    • Master’s or Bachelor’s degree in Project Management, Business Administration, Public Policy, Public Administration, or a relevant field.

Experience:

    • At least 3 years of relevant professional experience with a Master’s Degree.
    • At least 5 years of relevant professional experience with a Bachelor’s degree in a related field.
    • Project management and implementation, preferably with INGOs or UN agencies. Experience in community development and humanitarian assistance is desirable.
    • Familiarity with donor compliance, particularly with US and EU donors, including reporting requirements.

Skills: 

    • Technical Skills: Strong understanding of project cycle management, monitoring and evaluation, and capacity building.
    • Communication: Excellent interpersonal and communication skills, with the ability to interact effectively with stakeholders at all levels.
    • Teamwork: Proven ability to work collaboratively in a multicultural team environment.
    • Analytical Skills: Strong analytical and problem-solving skills, with the ability to make informed decisions.
    • Organizational Skills: Excellent organizational and time management skills, with attention to detail and accuracy.

 

Languages: Written and Spoken fluency in English, Pashto, and Dari languages is a must.
